Regular Council Meeting <br />June 26, 2023 <br />Page 8 <br />City Council considered applicants for the five vacancies, which consisted of three <br />regular members and two alternate members, on the Historic Preservation Commission as <br />follows: Tracy Dougherty, Jessica Holtman, Seth Johnson, Les Shumake, and Arleigh White. <br />After staff tallied the points, Ms. Ellis reported that the three applicants who received the <br />largest number of points were Tracy Dougherty, Jessica Holtman and Arleigh White so <br />according to the points, these three would be serving as regular board members. She also <br />reported that Seth Johnson and Les Shumake would serve as the alternate board members <br />according to the points. <br />A Motion to approve the board members as reported was made by Council Member <br />Moore and seconded by Council Member White, Motion carried, 6 ayes — 0 nays. <br />Ms. Ellis said the next board was the Housing Authority and there was one vacancy on <br />that board. She also said that the Mayor alone appoints members to that board pursuant to State <br />Law. Mayor Flues appointed Steven Smith to the vacant position. <br />City Council considered applicants for the four vacancies for Library Advisory Board <br />as follows: Jennifer Cullum, Steve Hellman, Kelvin Hicks, and Myers Hurt, <br />A Motion to appoint the four applicants to the board was made by Council Member <br />Kessel and seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />City Council considered applicants for the four vacancies for the Main Street Advisory <br />Board as follows: Glee Emmite, Tyrone Hayden, Katrina Mitchell, and William Walker, <br />A Motion to appoint the four applicants to the board was made by Council Member <br />Pilgrim and seconded by Council Member Kessel. Motion carried, 6 ayes — 0 nays. <br />Ms. Ellis reported that there were three vacancies on the Traffic Commission and the <br />three applicants who had applied were appointed to other boards. She also said that staff did not <br />receive any applications for the Building Board of Appeals and with the appointments made <br />tonight; they did not have enough applicants to fill the Tax Increment Reinvestment Zone Board <br />(TIRZ). Ms. Ellis asked if Council would be ok with directing staff to re -advertise for these <br />three board, with applications being due to the City by July 24 and the City Council considering <br />appointments at their first meeting in August. A Motion to direct staff to re -advertise for the <br />Building Board of Appeals, TIRZ, and the Traffic Commission with applications being by July <br />24 and appointments being made at the first Council meeting in August was made by Council <br />Member Savage and seconded by Council Member Moore, Motion carried, 6 ayes — 0 nays. <br />23. Discuss and appoint City Council Members to serve as liaisons to the various Boards and <br />Commissions. <br />Mayor Hughes said the PEDC Bylaws require the Mayor to serve as ex -officio and ask if <br />someone else would also like to serve. Council Member Pilgrim volunteered to serve on the <br />PEDC. Mayor Hughes asked for volunteers for the following boards: <br />
