Page 5 <br />Mack states rezoning of properties in this study area is not planned with this action. The <br />minor comprehensive plan amendment would allow individual property owners to request <br />incremental changes in the future where duplex or townhome development may be <br />appropriate. This amendment change would also serve to encourage redevelopment for the <br />area on a case-by-case basis without being spot zoning. Mack provided pictures as <br />examples of some quality single-family and two-family residences, a number of the <br />structures are in a condemned status, others are vacant and in a dilapidated condition. The <br />remaining vacant lots are also substantial in size and could easily accommodate duplexes <br />or townhomes. Mack is recommending approval of a Minor Comprehensive Plan <br />Amendment from Low Density Residential to Medium Density Residential for the entire <br />15 -acre study area. <br />Clifton Fendley asked if any of the properties in this area qualified for the 5 -in -5 housing <br />program. Mack states these are outside of the eligibility area. However they are eligible for <br />the City's tax abatement that is city-wide for new construction and remodels. Robert Spain <br />asked what can be constructed in a medium -density area. Mack states single-family to <br />quadplex are allowed in medium density. Apartments are a high density use and would not <br />be permitted. <br />The public hearing was declared open. <br />Wayne Kerby also represents wife Becky and son Cliff stating that they own their home <br />and five rental properties on the East side of NE 301h Street and wants the Commission to <br />consider not including that area with this proposed change. Clifton Fendley explained that <br />the comprehensive plan amendment is guidance for what we think the future land use <br />should be. This is not the same as a zoning change. Fendley further states that property <br />owners will be notified upon request of a zoning change and those will be reviewed case - <br />by case. <br />With no one else speaking the public hearing was declared closed. <br />A Motion to approve the amendment was made by Board Member Chance Abbott and <br />seconded by Board Member Chad Lindsey. Motion carried, 7 ayes — 0 nays. <br />18. Request items for future agendas. <br />Due to the upcoming Labor Day holiday, Commissioners agreed to meet on Thursday, <br />September 7, 2023 for their next meeting. <br />19, Adjournment. <br />There being no further business, the meeting was adjourned at 5;52p.m. <br />
