RIS <br />r <br />TEXAS <br />111710)1������ <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />Item 25 <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Ronnie Enns <br />on behalf of Pine Creek Rentals LP for a Specific Use Permit (SUP) for Trailer <br />Sales and a corporate office in a Commercial District, in the City of Paris, Block <br />250, Lot E PT of 16 & E PT of 17, LCAD 108849, located in the 800 Block of <br />NE Loop 286. <br />MTG. DATE: September 25, 2023 <br />BACKGROUND <br />The applicant requested an SUP to locate a trailer sales and corporate offices building, along <br />with an exterior storage and display of equipment in a Commercial District on NE Loop 286. <br />According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and <br />recommend said Special Use Permit request and the Planning and Zoning Commission in <br />considering and determining its recommendation and the City Council on any request for a <br />Specific Use Permit shall require from the applicant Site plans and supportive plans, <br />information, operating data and expert evaluation concerning the location, function and <br />characteristics of any building or use proposed. The City Council may, in the interest of the <br />public welfare and to assure compliance with this ordinance, establish conditions of operation, <br />location, arrangement and construction of any use for which a permit is authorized. " <br />At its meeting held on 9/7/23 the P&Z unanimously recommended approval of the SUP. <br />ANALYSIS <br />The subject property is zoned C, is guided for Commercial and is an undeveloped lot. <br />• The land to the West is zoned C, is guided for Commercial and is commercial automotive repair. <br />• The land to the North across Loop 286 is zoned C, is guided for PLI, and is the hospital. <br />• The land to the East is zoned C, is guided for Commercial and is a new veterinary clinic being built. <br />• The land to the South across the creek is Zoned C, is guided for C and is an undeveloped lot. <br />Staff has worked with the business development owner regarding the conceptual site layout, but <br />the project is not yet at the stage of final site design for improvements.
