Page 2 <br />A Motion to approve the zoning change was made by Board Member Chad Lindsey and <br />seconded by Board Member Adam Bolton. Motion carried, 4 ayes — 1 nay with Robert Spain <br />opposed. <br />5. Conduct a public hearing and take action regarding the petition of Zachary Bergenholtz/Invest <br />Fannin, LLC for a change in zoning from a One -Family Dwelling District (SF2) to a Two - <br />Family Dwelling District (2F) in the Gibbons -Braden Addition, Block 16, Lots 4,5,6, LCAD <br />103421, 103422 and 103423, located at 1121 SE 17th Street. <br />Mack states the applicant is proposing to construct a duplex on the site. The property is in <br />review for a replat and floodway determination. The zoning change will be consistent with the <br />future land use and no need for an amendment. There will be substantial cost to elevate a new <br />structure out of the flood plain on this lot. The small increase in density will provide needed <br />assistance in feasibility for new construction on this property. Mack recommends approval of <br />the rezoning from a single-family district to a two-family district. <br />The public hearing was declared open. Zachary Bergenholtz states they are purchasing lots <br />throughout Paris to build affordable housing. They plan to build a duplex at this site and nine <br />other locations. <br />With no one else speaking the public hearing was declared closed. <br />A Motion to approve the zoning change was made by Board Member Chad Lindsey and <br />seconded by Board Member Adam Bolton. Motion carried, 5 ayes — 0 nays. <br />6. Conduct a public hearing and take action regarding the petition of Ronnie Enns on behalf of <br />Pine Creek Rentals LP for a Specific Use Permit (SUP) for Trailer Sales in a Commercial <br />District, in the City of Paris, Block 250, Lot E PT of 16 & E PT of 17, LCAD 108849, located <br />in the 800 Block of NE Loop 286. <br />Mack states the applicant has requested an SUP for trailer sales building and lot with exterior <br />storage and display of equipment in a Commercial district. Staff has worked with the owner <br />regarding the conceptual site layout but the design is not yet at the final site design for <br />improvements. Detailed plans will still need to be prepared. Staff recommends approval of the <br />Specific Use Permit for Trailer Sales subject to the following conditions: <br />1. Approval of the site civil construction improvements by the City Engineer, Fire <br />Marshal and Planning & Community Development Director prior to issuance of site <br />civil and building permits. <br />2. Approval of a new driveway access permit by TX DOT prior to all permit approvals <br />for construction. <br />3. Full conformity with all other requirements of the Zoning Ordinance, including Section <br />12-101, the Subdivision Ordinance, and all applicable City Development Guideline <br />Standards. <br />
