Regular Council Meeting <br />September 25, 2023 <br />Page 5 <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Mack said the request for a zoning change was in order to construct one new duplex. <br />He said the property was in the flood plain but would be elevated enough to remove it from the <br />flood plain. He also said the Planning and Zoning Commission recommended approval of this <br />zoning change, as did City Staff. <br />Mayor Hughes opened the public hearing and asked for anyone wishing to speak in favor <br />or opposition of this item to please come forward. With no one speaking, Mayor Hughes closed <br />the public hearing. <br />Council Member Savage confirmed with Mr. Mack there were already a number of <br />duplexes in this area. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Kessel. Motion carried, 6 ayes — 0 nays. <br />25. Discuss, conduct a public hearing and act on ORDINANCE NO. 2023-059: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO ALLOW A SPECIFIC USE PERMIT <br />(SUP) FOR TRAILER SALES AND A CORPORATE OFFICE IN A COMMERCIAL <br />DISTRICT (C) IN THE CITY OF PARIS BLOCK 250, LOT E. PART OF 16 AND LOT <br />E PART OF 17 (LCAD 108849) LOCATED IN THE 800 BLOCK OF N.E. LOOP 286; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Mack explained that Mr. Enns requested an SUP to locate a trailer sales and <br />corporate offices building, along with an exterior storage and display of equipment in a <br />Commercial District on N.E. Loop 286. Mr. Mack said that the Planning and Zoning <br />Commission, as did City Staff recommended approval of a Specific Use Permit for Trailer Sales <br />and a corporate office in a Commercial District, subject to the following conditions: 1) Approval <br />of the site civil construction improvements by the City Engineer, Fire Marshal and Planning & <br />Community Development Director prior to issuance of site civil and building permits; 2) <br />Approval of a new driveway access permit by TX DOT prior to all permit approvals for <br />construction and 3) Full conformity with all other requirements of the Zoning Ordinance, <br />including Section 12-101, the Subdivision Ordinance, and all applicable City Development <br />Guideline Standards. <br />Mayor Hughes opened the public hearing and asked for anyone wishing to speak in favor <br />or opposition of this item to please come forward. Ronnie Enns spoke in favor of this item citing <br />he wanted to utilize the property as corporate offices. With no one else speaking, Mayor Hughes <br />closed the public hearing. <br />
