Discuss, conduct a public hearing and act on an ORDINANCE NO. 2023-057: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 112, LOT 25A, LOCATED AT 1355-1357 EAST SHERMAN STREET (LCAD 15752), FROM A GENERAL RETAIL DISTRICT (GR) TO A TWO-FAMILY DWELLING DISTRICT NO. 2(2F); DIRECTING A CHANGE ACCORDINGLY IN THE ORIGINAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Mack said the Planning and Zoning Commission recommended approval of the rezoning and final plat at their meeting on September 70i. He also said the Board of Adjustment granted lot depth and front yard setback variances on September 51h with two conditions, as follows: 1) all minimum required off-street parking spaces in the driveway areas shall be met and such dimensions shall be located entirely upon and the lot; and 2) there shall be no on -street resident or visitor parking allowed along the West side of 1401 St. S.E. nor the North side of Sherman Street East, and subject to approval by the City of a "No -Parking" zone at this location and signage posted at the expense of the applicant. George Preston spoke in favor of this item, citing that a duplex was the best use for this property. With no one else speaking, Mayor Hughes closed the public hearing.
