Discuss, conduct a public hearing and act on an ORDINANCE NO. 2023-056: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />APPROVING AND ADOPTING REVISIONS TO THE COMPREHENSIVE PLAN <br />AND FUTURE LAND USE MAP FOR THE CITY OF PARIS AS IT PERTAINS TO <br />THE SPRINGLAKE ADDITION, PARTS OF LOTS 1, 2, AND 3 AND ALL OF LOTS <br />4, 5, AND 6, COMPRISING APPROXIMATELY 11.1 ACRES IN THE CITY OF <br />PARIS, FROM LOW DENSITY RESIDENTIAL (LDR) TO MEDIUM DENSITY <br />RESIDENTIAL (MDR); MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE; A <br />SEVERABILITY CLAUSE, AND A SAVINGS CLAUSE; AND DECLARING AN <br />EFFECTIVE DATE. <br />Planning Director Andrew Mack explained that at the City Council meeting of August <br />28, 2023, the City heard from Wayne Kirby regarding the effect of the proposed changes <br />regarding drainage to the homes on the West side of N.E. 30''. Mr. Mack said the item was <br />tabled and staff was directed to revise the proposed revisions by removing properties fronting on <br />
