Regular Council Meeting <br />September 25, 2023 <br />Page 7 <br />of vacation days that could be carried forward from one calendar year to the next and at the end <br />of 2023, there were five employees in the Patrol Division and CID Division who would lose <br />vacation in order to maintain the needed patrol shifts. <br />Council Member Norment confirmed with Mr. Path that the officers would get paid for <br />their vacation time if this were approved. Council Member Savage said it was not the fault of <br />the police department they were short-handed, and he saw this as an incentive. He said they <br />needed to do this. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Mayor Pro -Tem Pankaj. Motion carried, 6 ayes — 0 nays. <br />28. Discuss and act on ORDINANCE NO. 2023-061: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 2.10.034(a), <br />"SENIORITY PAY," OF CHAPTER 2, "POLICE," OF THE CODE OF ORDINANCES <br />OF THE CITY OF PARIS, TEXAS; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, <br />A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Path said he would cover items 28 and 29 at the same time. He stated the FY23/24 <br />Budget recently adopted included pay changes for the Police and Fire Departments, both in base <br />pay and seniority pay. Mr. Path reported that an Ordinance was required to be approved <br />pursuant to Texas Local Government Code Chapter 143. <br />A Motion to approve this item was made by Mayor Pro -Tem Pankaj and seconded by <br />Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />29. Discuss and act on ORDINANCE NO. 2023-062: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING SECTION 6.02.004(a), <br />"SENIORITY PAY," OF CHAPTER 6, "FIRE PREVENTION AND PROTECTION," <br />OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND <br />DECLARING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Mayor Pankaj and seconded by Council <br />Member Kessel. Discuss and act on a Resolution Nominating a person or persons to serve on the Board of <br />the Lamar County Appraisal District for a term of office of two years beginning January <br />1, 2024; making other findings and provisions related to the subject; and declaring an <br />effective date. <br />
