Special Meeting <br />September 13, 2023 <br />Page 2 <br />ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE; <br />PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Anderson explained that each year the City Council must adopt a property tax rate <br />sufficient to fund the city budget as adopted by the Council. He said the City Council had <br />adopted the 2023-24 budget and the property tax rate of .47782 per $100 valuation must be <br />adopted. Council Member Pilgrim confirmed that the O&M rate would remain flat. <br />A Motion to approve this item was made by Council Member Kessel and seconded by <br />Council Member Pilgrim. Mayor Hughes said this item required an individual record vote and <br />that Ms. Ellis would take the record vote. Those voting in favor were Mayor Hughes, Council <br />Member Moore, Council Member Savage, Council Member Norment, Council Member Pilgrim, <br />and Council Member Kessel. Mayor Pro -Tem Pankaj was absent from the meeting. <br />5. Receive presentations from non-profit agencies requesting funding for public purpose; <br />rank agencies for priority; discuss and act on requests. <br />Assistant City Manager Robert Vine said a total of $100,000.00 was budgeted and the <br />total amount requested was $150,000.00. He explained there were three organizations <br />considered not eligible because they turned in their reports after the due date. Mr. Vine said the <br />policy allowed them to present and it would be the City Council's decision if they considered <br />them eligible. He also said the Mayor had a list of the organizations in alphabetical order and <br />would call upon them. Mayor Hughes inquired of Ms. Harris if a Council Member sitting on the <br />board of an organization would be required to recuse him or herself due a conflict. Ms. Harris <br />said they could go forward with the presentations and prior to voting, she would have an answer <br />for them. Mayor Hughes began the presentations, with City Council hearing from the following: <br />Boys & Girls Club — presented by Jason Macchia <br />CASA for Kids, Inc. — presented by Clint Hocutt <br />Children's Advocacy Center "CAC" — no one presented <br />City Square — presented by Rochelle Bass <br />Dowtown Food Pantry — presented by Alan Hubbard <br />ETCADA — presented by Keith Palmer <br />Keep Paris Beautiful/Make Lamar County Shine — presented by Julia Trigg Crawford <br />Lamar County Human Resources Council — presented by Shelly Brazeal <br />Lamar County Humane Association — presented by Keith Flowers, LeAndra Maughon, <br />Dr. Kraft and Dr. O'Bryan <br />
