Special Meeting <br />September 13, 2023 <br />Page 3 <br />Paris Breakfast Optimist Club — presented by Sabra Vaughn <br />Salvation Army of Paris — presented by Lieutenant Paul Chisholm and Major Jennifer <br />Chisholm <br />United Way — presented by Jenny Wilson <br />Upon completion of the presentations, Mr. Vine said there were two points and the first <br />one was to determine if the organizations who were late on their reports were eligible. He said <br />the second point was whether to include the organization that did not present. Mr. Vine <br />explained the policy did not mandate the organization give a presentation, but the Council make <br />a statement to mandate such. <br />A Motion to accept everyone's application although late with reports, was made by <br />Council Member Norment and seconded by Council Member Savage. Motion carried, 6 ayes — 0 <br />nays. <br />A Motion to include the organization that did not present was made by Council Member <br />Savage and seconded by Council Member Moore. Motion carried, 6 ayes — 0 nays. <br />City Attorney Stephanie Harris said any Council Member that was on a board did not <br />need to recuse him or herself but would need not to score the organizations for which he or she <br />served. <br />Council Member Pilgrim inquired if Option D was the weighted option. Mr. Vine said <br />under Option D, all of the organizations would be awarded 64.516% of their initial request. <br />Council Member Pilgrim confirmed with Mr. Vine that is what they typically did, and said he <br />was in favor of Option D. <br />City Manager Grayson Path said if Council wanted to proceed in that direction, that Mr. <br />Vine had already calculated the numbers and they were ready to moved forward. <br />A Motion to approve the Option D as presented in the excel spreadsheet (see attachment) <br />was made by Council Member Pilgrim and seconded by Council Member Savage. Motion <br />carried, 6 ayes — 0 nays. <br />6. Adjournment. <br />There being no further business, a Motion to adjourn was made by Council Member <br />
