Discuss and act on ORDINANCE NO. 2023-065: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING AND DIRECTING <br />THE DIRECTOR OF FINANCE TO TRANSFER UNENCUMBERED FUNDS FROM <br />VARIOUS DEPARTMENTS OR RESERVES TO OTHER DEPARTMENTS WHICH <br />ARE EXPECTED TO OVER -EXPEND THEIR ORIGINAL BUDGET <br />APPROPRIATIONS; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Finance Director Gene Anderson said this was the annual year-end "housekeeping" <br />ordinance that increase certain departmental budgets in the General Fund to cover expenditures. <br />He said the increases were offset by decreasing other department budgets within the General <br />Fund that had surplus funds available. He said the General Fund budget was not increasing. <br />A Motion to approve this item was made by Council Member Norment and seconded by <br />Council Member Kessel. Motion carried, 6 ayes — 0 nays. <br />34. Discuss and act on RESOLUTION NO. 2023-043: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING ROBERT VINE AS THE <br />DEPUTY CITY MANAGER AS RECOMMENDED BY THE CITY MANAGER IN <br />CONFORMANCE WITH SECTION 21 OF THE CITY CHARTER; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING <br />AN EFFECTIVE DATE. <br />Mr. Path said during the budget sessions and approval of the budget, the appointment of <br />Robert Vine from Assistant City Manager to Deputy City Manager and the appointment of Doug <br />Harris from Director of Utilities to Assistant City Manager were addressed. He said approval of <br />items 34 and 35 were the formal steps of completing these two appointments. <br />Council Member Savage said there was dissention throughout the City about other <br />positions. He also said with this restructuring to benefit the City, that citizens wanted to see a <br />better flow of work and improvements. Mayor Pankaj said he had heard from folks similar to <br />what Council Member Savage had been told. He also said there was a lot of movement in the <br />City as evidenced at their Council meetings, and this restructuring would be good. Council <br />Member Savage said that was a great point and he agreed there was a lot going on in the City. <br />He also said most citizens do not come to the meetings. Council Member Pilgrim said the City <br />had been experiencing a lot of growth in the last two years and this restructuring gets the City in <br />position staff wise to be ahead of future growth. Mr. Path said one department head position was <br />being unfunded to fund one the new Assistant City Manager position. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Mayor Pro -Tem Pankaj. Motion carried, 6 ayes — 0 nays. <br />35. Discuss and act on RESOLUTION NO. 2023-044: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING DOUG HARRIS AS <br />
