Board of Adjustment Meeting <br />October 3, 2023 <br />Page 1 <br />MINUTES OF THE BOARD OF ADJUSTMENT MEETING <br />OF THE CITY OF PARIS, 'TEXAS <br />OCTOBER 3, 2023 <br />The Board of Adjustment of the City of Paris met for a regular session at 12 p.m. on <br />October 3, 2023, at the City of Paris- City Hall, Council Chambers located at 107 E Kaufman St. <br />Present: Board Members: David Hamilton, Lydia Fitzgerald, Alix Putnam and <br />alternate Larry Walker. <br />City Representatives: Andrew Mack, Robert Vine, Stephanie Harris and <br />Council Member Rudy Kessel. <br />Absent: Board Members: Carlton Cooper and Ben Vaughan. <br />The Board of Adjustment meeting was called to order by David Hamilton at 12:02 p.m. <br />2. Approval of minutes from previous meeting. (September S, 2023) <br />Motion was made by Lydia Fitzgerald, seconded by Larry Walker to approve minutes for <br />the September 5, 2023 meeting. Motion carried 4 ayes — 0 nays. <br />3. Staff presentation and recommendation on Agenda item 4. <br />Andrew Mack, Director of Planning & Zoning, presented the case, the City's neutral <br />position and the options for approval or denial with conditions to the board. <br />4. Public hearing to consider and take action on the petition of Bailey Asay, on behalf of <br />James Martinez, regarding variances to the City of Paris Area Regulations, on Lot 12, <br />Block 6, of the Springlake Addition being located at 2801 E Price Street, Sections and <br />variances as follows: <br />1) 10' variance to the front yard setback on E Price Street, Section 9-501(1). <br />2) 40' variance to lot depth, Section 9-301(1). <br />Mr. Hamilton opened the public hearing. <br />James Martinez of 820 SE 47'x' St, property owner, spoke in favor of the request. Mr. <br />Martinez stated that by building the home facing E Price Street it would create a nicer <br />frontage for the bank and other businesses that are on Price. Mr. Martinez continued to <br />explain that by having a smaller backyard for a duplex it would eliminate the accumulation <br />of junk and rubbish to keep the area nice. Lastly, Mr. Martinez stated that he has no <br />opposition to putting up a privacy fence or extending the driveways to accommodate more <br />parking and eliminate parking on the street. <br />There was discussion amongst the board, staff and the applicant about fencing <br />requirements. <br />
