MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />NOVEMBER 06, 2023 <br />The Planning & Zoning Commission of the City of Paris met for a regular session at 5:30 p.m. on <br />Monday, November 06, 2023, in the City Hall, Council Chambers, 107 East Kaufman, Paris, <br />Texas. <br />Present Board Members: Clifton Fendley, Chad Lindsey, Robert Spain, Francine <br />Neeley, Tylesha Ross -Mosley <br />City Representatives: Triniti Frazier, Community Development Coordinator; Todd <br />Mittge, City Engineer; Robert Vine, Deputy City Manager; <br />Doug Harris, Asst. City Manager; Clyde Crews, Fire <br />Marshal; Stephanie Harris, City Attorney; Mihir Pankaj, <br />Mayor Pro-Tem/City Council Liaison <br />Absent Board Member(s): Chance Abbott, Adam Bolton <br />1. Call meeting to order. <br />Chairman Clifton Fendley called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />(Persons desiring to address the Planning and Zoning Commission must limit their <br />presentation to no more than two minutes. Unless an item is posted on the Agenda, the <br />Texas Open Meetings Act prohibits the Commission from responding to any comments <br />other than to refer the matter to a future agenda, to an existing policy, or to a staff person <br />with specific factual information. Claims against the City, Council Members, or <br />employees, as well as individual personal appeals are not appropriate for the citizens' <br />forum.) <br />The citizens' forum was declared open. <br />Judith Malone, 1975 E Cherry Street, states that she lives a block over from the proposed <br />new construction on E Price Street. Malone expressed concern regarding drainage and <br />flooding in her area with additional concrete for duplexes and apartments. Malone states <br />the Commission needs to do more planning before they review the zoning. With no one <br />else speaking, the forum was declared closed. <br />3. Approve minutes from the meeting of October 02, 2023. <br />A Motion to approve the minutes was made by Board Member Francine Neeley and <br />seconded by Board Member Chad Lindsey. Motion carried, 5 ayes — 0 nays. <br />
