4. Conduct a public hearing and take action regarding the petition of Mark Homer and <br />Monica Clement for a zoning change from a One -Family Dwelling District No. 2 (SF2) <br />to a Multiple -Family Dwelling District No. 1 (MF 1) in the City of Paris, Block 222A, Lot <br />PT 18, LCAD 17458 and 17459, located in the 2400 Block E Price St. <br />Triniti Frazier presented this item stating that Mark Homer and Monica Clement plan to <br />construct four new duplex structures on this site. It is currently two lots but they have <br />plats on this agenda to combine the lots. They are requesting to go from SF2 to MF1. Our <br />Land Use Plan is guided for medium density residential in this area from NE 21 st Street <br />to NE 25th Street. The parking is planned to be onsite and traffic should not be an issue at <br />this location. City water and sewer are available to the site. If approved, this change will <br />further the transition of this area to a medium density residential area. <br />The public hearing was declared open. Larry Walker, 350 N Collegiate Drive, states that <br />he is the Engineer for this project. Walker states he wants to address the drainage issue <br />that was brought up. He plans to provide on-site detention areas to handle any extra <br />water. Walker further states that he works closely with the City Engineer on all of his <br />projects. There will not be any more water than that is currently leaving the site. Walker <br />advised there is a plan to put a road down the middle of the site with construction of two <br />duplexes on either side of the road. There will be a few detention areas because of the <br />way the site is set up to take care of any extra water they are creating. With no one else <br />speaking the public hearing was declared closed. <br />Commissioner Lindsey asked why we are looking at MF 1 zoning here when we have <br />zoning specifically for duplexes. Staff liaison Frazier responded that 2F zoning allows for <br />one duplex structure on the lot. The applicant is proposing four duplexes so MFI is <br />required. <br />A Motion to approve the zoning change from SF -2 to MF -1 was made by Board Member <br />Chad Lindsey and seconded by Board Member Tylesha Ross -Mosley. Motion carried, 5 <br />ayes — 0 nays. <br />5. Conduct a public hearing, discuss and act on an Ordinance regarding the petition of the <br />City of Paris, Texas to update the Subdivision Regulations of the City of Paris, Texas, <br />specifically to amend Exhibit 9A — Subdivision Ordinance for preliminary and final <br />platting. <br />Todd Mittge presented this item stating he is proposing a modification to the Subdivision <br />Ordinance that specifically addresses platting with recommendations for the commission <br />to consider and take to City Council. Mittge states this summer the State legislature made <br />some changes to what is allowed in platting state-wide. On September 1' some changes <br />were adopted, clarifying what the shot clock is regarding when it starts and when it can <br />be interrupted with revisions. In this meeting and the next we are making sure that our <br />City Subdivision Ordinance falls in line with the State law. The shot clock redefinition is <br />relatively minor but one major thing you will see in next month's P&Z meeting in <br />December are the City's requirements for a developer to have a new road through their <br />property and the developer pay for it has been removed. The City will still have right-of- <br />way dedication for a street at platting. Also an amendment is proposed regarding the <br />location and size of all existing utilities to be located by 811 location services and shown <br />
