on the plat. The city GIS base map should not be used for locations. The proper way to <br />locate utilities is through 811. For preliminary and final plats our current practice is for <br />plats submittals three weeks prior to the Planning & Zoning meeting date, however the <br />current ordinance states plat submittal is no less than ten calendar days. Staff is <br />recommending an amendment to follow our current practice of plat submittal not less <br />than seventeen (17) and not more than twenty-one (2 1) calendar days prior to the P&Z <br />meeting at which time it is to be considered. Lastly, the ordinance says that plats are to be <br />submitted to Public Works which was from 1979 so the amendment will change the plat <br />submittal to be filed in the office of the City Engineer. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />A Motion to approve the proposed amendments was made by Board Member Chad <br />Lindsey and seconded by Board Member Tylesha Ross -Mosley. Motion carried, 5 ayes <br />— 0 nays. <br />6. Consideration of and action on the Preliminary Plat of the Happy Trailers Addition CB <br />250, Lot 1, Block A, LCAD 108849, located in the 800 Block of NE Loop 286. <br />Mittge states that the applicant has submitted a preliminary plat in order to establish a <br />legal building site for a trailer dealership. Staff is recommending approval of the <br />preliminary plat with the following noted condition for a spelling error: <br />1. The location and width of all existing and dedicated streets and alleys within or <br />adjacent to the proposed subdivision for a distance of two hundred (200) feet... Chapter <br />9A, IV Preliminary Plat, (5): <br />a. Northeast Loop 286 is incorrectly labeled as Southeast Loop 286. This shall be <br />corrected. <br />A Motion to approve the preliminary plat with the noted condition was made by Board <br />Member Chad Lindsey and seconded by Board Member Francine Neeley. Motion <br />carried, 5 ayes — 0 nays. <br />7. Consideration of and action on the Preliminary Plat of the Lakes Regional MHMR Center <br />N Main Addition, Lot 1, Block 1, LCAD 56990, located at 2915 N Main St. <br />Mittge states the applicant has submitted a preliminary and final plat in order to establish <br />a legal building site. Staff is recommending approval of the preliminary plat with the <br />following noted conditions: <br />1. The location, size and approximate depth of all existing utilities shall be shown. <br />Chapter 9A, IV Preliminary Plat, (7): <br />a. It is unclear if the fire hydrant at the east of the parcel has been called out. This shall <br />be clarified. <br />b. All utility locations shall be obtained through an 811 request with a note stating that <br />they have. Per the disclaimers present on the City base map and ArcGIS Online page, <br />city online maps shall not be accepted as a source for utility locations. <br />
