• Participate and chair a construction site tour following the pre-bid meeting by interested pre- <br />bid meeting attendees and other interested parties. <br />• Host, attend, and manage the bid opening process. <br />• Prepare bid tabulation. <br />• Evaluate bids and recommend award. <br />• Attend and participate in reporting recommendation of award to Owner Council. <br />• Prepare construction contracts. <br />Prepare conformed documents (four half size sets). <br />• Distribute as required to State Agencies and Funding Agencies <br />1.2. Phase 2 Construction Observation <br />Resident construction observation services will be provided by Consultant's Resident Project <br />Representative(s) for the seventeen (17) month (510 day) construction contract performance time. The <br />proposed fee is based on one (1) full time observer working approximately eight (8) hours per day, five <br />(5) days per week. <br />Construction observation services will be provided by Consultant's Resident Project Representative(s), <br />who will provide or accomplish the following: <br />• Consult with and advise the Owner during the construction period with significant changes/issues <br />during the construction period. <br />• Coordinate with the Owner's contracted firm that is providing construction materials quality <br />assurance testing under separate contract with the Owner. <br />• Maintain a file of quantities incorporated into the work, test reports, certifications, shop drawings <br />and submittals, and other appropriate information. <br />• Maintain a project diary which will contain information pertinent to each site visit. <br />In performing construction observation services, Consultant will endeavor to protect the Owner against <br />defects and deficiencies in the work of the Contractor(s); but Consultant cannot guarantee the <br />performance of the Contractor(s), nor be responsible for the actual supervision of construction operations <br />or for the safety measures that the Contractor(s) takes or should take. However, if at any time during <br />construction Consultant observes that the Contractor's work does not comply with the construction <br />contract documents, Consultant will notify the Contractor of such non-compliance and instruct him to <br />correct the deficiency and/or stop work, as appropriate for the situation. Consultant will also record the <br />observance, the discussion, and the actions taken. If the Contractor continues without satisfactory <br />corrective action, Consultant will notify the Owner immediately, so that appropriate action under the <br />Owner's contract with the Contractor can be taken. <br />The proposed fee for construction services is based on a 510 -calendar -day construction contract <br />performance time. If the construction time to substantial completion extends beyond the time established <br />in this agreement, and the Owner wants Consultant to continue the applicable Construction Phase <br />Services, the Owner will pay Consultant an additional fee agreed to by the Owner and Consultant. <br />1.3. Phase 2 SCADA Programming <br />Garver will provide SCADA Application Engineering services to implement plant -wide process control of <br />the Construction Package 2 WWTP improvements designed under Amendment 1. Services include new <br />SCADA system software configuration, programming of programmable logic controllers (PLCs), <br />development of human machine interface (HMI) graphics, and on-site startup support as described <br />below. <br />• Develop new graphic screens using FactoryTalk View Site Edition software to monitor and control <br />the wastewater treatment plant from a central location in the control room. Screens will be <br />developed with features as identified in the construction documents.
