Regular Council Meeting <br />January 8, 2024 <br />Page 3 <br />continue to offer a tax abatement as incentive, they would need to re -adopt the policy and <br />guidelines. <br />Mayor Hughes opened the public hearing and asked that anyone who wished to speak <br />about this item, to please come forward. With no one speaking, Mayor Hughes closed the public <br />hearing. <br />A Motion to approve this item was made by Mayor Pro -Tern Pankaj and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />13. Discuss and act on a request from the Girl Scouts of Northeast Texas to build a pavilion <br />on the Lake Gibbons property. <br />Deputy City Manager Rob Vine explained that the Girl Scouts had been leasing property <br />from the City on Lake Gibbons for over 20 years. He said the Girl Scouts were asking <br />permission. to perform repairs to the existing boathouse due to extensive damage received during <br />the tomado of November 4, 2022. He also said they were seeking permission to build a Pavilion <br />on the property, <br />. A Motion to approve this item was made by Council Member Kessel and seconded by <br />Council Member Savage. Motion carried, 7 ayes — 0 nays. <br />14o Discuss and act on RESOLUTION NO. 2024-003: A It OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, IN SUPPORT OF THE RED RIVER <br />VALLEY VETERANS MEMORIAL USED INC.'S APPLICATION TO THE US <br />ARMY TANK -AUTOMOTIVE ARMAMENTS COMMAND FOR COMBAT <br />EQUIPMENT FOR STATIC DISPLAY AT THE MEMORIAL LOCATED AT 2035 <br />COLLEGIATE DRIVE AND GRANTING APPROVAL OF THE INSTALLATION AT <br />THE SITETHEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE, <br />City Manager Grayson Path said the Red River Valley Veterans Memorial Museum had <br />recently expanded their site and would like to add additional pieces of equipment in the future <br />should equipment become available. He explained that the RRVMM wished to apply to the US <br />Army Tank -Automotive and Armaments Command who required a letter of support and <br />resolution by the City of Paris, as the City is the owner of the property. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Norment. Motion carried, 7 ayes — 0 nays. <br />15. Receive a presentation on the status of the Celebration Paris Senior Living Housing <br />Project, discuss and act on RESOLUTION NO. 2024-004: A RESOLUTION OF THE <br />CITY OF PARIS, TEXAS CONTINUING SUPPORT OF JAVELIN PARTNERS, <br />LLC'S CELEBRATION PARIS ELDERLY HOUSING DEVELOPMENT IN LIGHT <br />OF TATE PROJECT'S CHANGE IN SCOPE AND TO A PROPERTY -TAX-EXEMPT <br />
