Medium Density Residential (MDR) to Commercial (C) in the City of Paris, Block 351, Part <br />of Lot 9 & 10 (9.32 acres), LCAD 18903 located in the 4000 Block of SE Loop 286. <br />Duke McGee states Lone Star Development is seeking a minor amendment to provide for <br />a commercial use of the property. The site abuts Loop 286 and is directly across from <br />commercially zoned property. It has good access and connection to utilities. This is a good <br />buffer between residential uses and Loop 286. It will serve the immediate and long-term <br />needs of the community. Staff is in support of the zoning change. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />A Motion to approve the comprehensive plan amendment was made by Board Member <br />Clifton Fendley and seconded by Board Member Adam Bolton. Motion carried, 6 ayes — <br />0 nays. <br />5, Conduct a public hearing and take action regarding the petition of Nathan Spaulding for Lone <br />Star Planned Developments, LLC on behalf of Covenant Christian Church for a zoning <br />change from an Agricultural District (A) to Commercial (C) in the City of Paris, Block 351, <br />Part of Lot 9 & 10 (9.32 acres), LCAD 18903 located in the 4000 Block of SE Loop 286. <br />Duke McGee states this item goes with the comprehensive change. Given the location of <br />this area with direct access to Loop 286; staff believes this area is well situated for <br />Commercial development. McGee further states all improvements to the lot shall conform <br />to the standards required by the City. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />A Motion to approve the zoning change was made by Board Member Chance Abbott and <br />seconded by Board Member Adam Bolton. Motion carried, 6 ayes — 0 nays. <br />6. Conduct a public hearing and take action regarding the petition of Nathan Spaulding for Lone <br />Star Planned Developments, LLC on behalf of Benny and Pat Short for a Comprehensive <br />Plan Amendment from Low Density Residential (LDR) to Commercial (C) in the City of <br />Paris, Block 352, Lot PT of 7, LCAD 110221 and Gibson Valley Estates, Block A, Lot 1, <br />LCAD 101305 (4.86 acres) in the 4200 Block of SE Loop 286. <br />Duke McGee states this goes along with items 4 and 5. Staff recommends approval of the <br />change from low density residential. to commercial. <br />The public hearing was declared open. Chance Abbott asked if the property is currently <br />vacant. Stephanie Harris states the use will become legal non -conforming. Nathan <br />Spaulding, Forestbrook land developer states once the zoning is approved for commercial, <br />the first phase of the development will be along the Loop frontage. Depending on different <br />options being exercised by Benny & Pat Short they can stay in their home while the front <br />half of the property is turned into Commercial. The Shorts will be looking for a different <br />property and when they get to the remaining half in the back that involves the home they <br />
