Conduct a public hearing and take action regarding the petition of Nathan Spaulding for Lone <br />Star Planned Developments, LLC on behalf of Benny and Pat Short for a zoning change from <br />an Agricultural District (A) to a Commercial District (C) in the City of Paris, Block 352, Lot <br />PT of 7, LCAD 110221 and Gibson Valley Estates, Block A, Lot 1, LCAD 101305 (4.86 <br />acres) in the 4200 Block of SE Loop 286. <br />Duke McGee states that staff believes this property is well suited for Commercial. This <br />item goes along with the previous three items. City water and sewer is available and all <br />improvements to the lot shall conform to the standards of the City of Paris. Staff has not <br />received any input forms from the notifications mailed out. Staff is recommending approval <br />of the zoning change. <br />The public hearing was declared open. Chad Helberg, 4235 SE Loop 286 states he lives <br />north of the Short's and asked what is being developed there if the Short's home is being <br />taken out. Helberg states he lives next door and wants to know if a road is going there and <br />what exactly is being built. Nathan Spaulding, developer states that the narrow parcel <br />between the Shorts property and Covenant Church is planned for the city's master <br />thoroughfare plan that will connect the Loop highway to S Collegiate by the Veterans <br />Memorial and Civic Center. The commercial use planned will be accessed off this four <br />lane divided thoroughfare and will not impact the properties north of it. Consideration of and action on the Preliminary Plat of the Kilian Addition, Block A, Lot <br />1, LCAD 117490, located in the 2300 Block NE Loop 286/Spur 139, <br />Todd Mittge states that staff is recommending approval with one noted condition to correct <br />the approval certification. <br />A Motion to approve the preliminary plat with noted condition was made by Board <br />Member Chance Abbott and seconded by Board Member Adam Bolton. Motion carried, <br />6 ayes — 0 nays. <br />9. Consideration of and action on the Preliminary Plat of the McCuin 141 Addition, Block <br />A, Lot 1, LCAD 16297, located at 335 E Sherman St. <br />Todd Mittge states that staff is recommending approval with noted conditions that the <br />preliminary plat be changed to a Replat. After resubmission the replat must comply with <br />all conditions of a Final Plat. <br />
