Regular Council Meeting <br />January 22, 2024 <br />Page 8 <br />SECTION A10.010, "RESIDENTIAL SOLID WASTE COLLECTION," AND <br />REPEALING SECTION A10.411, "PICKUP OF BRUSH OF BULKY WASTE," OF <br />THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING <br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Anderson said the City of Paris received two bids on July 10, 2023 to provide <br />residential solid waste collection within the City, and the City Council voted August 28, 2023 to <br />award the bid to CARDS. He said the increase would be $1.49 over what residents were <br />currently paying. Mr. Anderson also said an ordinance would need to be adopted setting forth <br />new rates for residential and waste collection within the City of Paris. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Moore. Motion carried, 5 ayes — 0 nays. <br />30. Convene into executive session pursuant to: <br />A. Section 551.071 of the Texas Government Code, Consultation with Attorney, to <br />receive legal advice from the City Attorney about (1) pending or contemplated <br />litigation and/or (2) on matters in which the duty of an attorney to her client under the <br />Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly <br />conflict with this chapter, to -wit: the Belford Building. <br />B. Section 551.072 of the Texas Government Code, to deliberate the purchase, <br />exchange, lease, or value of real property if deliberation in an open meeting would <br />have a detrimental effect on the position of the governmental body in negotiations <br />with a third person. <br />C. Section 551.074 of the Texas Government Code, to deliberate the appointment, <br />employment, evaluation, reassignment, duties, discipline, or dismissal of a public <br />officer or employee as follows: city manager. <br />Mayor Hughes announced that item C would be not be discussed but would be scheduled <br />for a later council meeting. Mayor Hughes convened City Council into executive session at 6:13 <br />p.m. <br />31. Reconvene into open session and possibly take action on those matters discussed in <br />executive session. <br />Mayor Hughes reconvened City Council into open session 6:20 p.m. and said there was <br />no action to be taken. <br />32. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />
