Item No. 15 <br />TO: Mayor, Mayor Pro Tem & City Council <br />Grayson Path, City Manager <br />Robert Vine, Deputy City Manager <br />Doug Harris, Assistant City Manager <br />FROM: Michael Smith, Director of Public Works <br />SUBJECT: Material Bids for Water Line Looping Projects <br />DATE: February 26, 2024 <br />BACKGROUND: <br />Looping water lines is a means to accomplish the elimination of dead-end mains. This is a priority <br />in water distribution systems, for the primary purpose of enhancing water quality, as deterioration <br />of quality due to stagnation in looped systems is less likely to occur. In addition, looping water <br />lines benefits fire protection through improved flow and minimizes water loss by reduction of <br />dead-end main flushing schedules. <br />As part of the FY22/23 Budget, the City Council authorized a large looping project in west Paris <br />at and near our Gene Stallings Business Park to loop existing residential and industrial clients who <br />were on single lines as well as making our Gene Stallings Business Park site ready for economic <br />development expansion. This project has commonly been known as the Water Line Extension and <br />Redundancy Project in previous reports by the City Manager and was paid for by ARPA funds. <br />Most of that work has been completed, by our City CIP crew, however a portion of this was <br />postponed and materials transitioned to assist the PEDC and Lionshead with the pursuit of the <br />EDC Grant and providing a loop in the Northwest Industrial Park, servicing the Lionshead project <br />(currently under construction). Therefore, there is a need to continue our original project in the <br />Gene Stallings Business Park. <br />Having started the Water Line Extension and Redundancy Project, this gave city staff an <br />opportunity to examine other parts of our water system, looking for opportunities to extend and/or <br />improve our service. Staff identified three (3) water line looping projects for consideration and <br />presented these to City Council on December 11, 2023. <br />
