Item No. 14 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem & City Council <br />Grayson Path, City Manager <br />Robert Vine, Deputy City Manager <br />Doug Harris, Assistant City Manager <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: Design Engineering Firm Selection - 1st Street SE Revitalization Project <br />Texas Community Development Block Grant 2024 <br />Downtown Revitalization / Main Street Program project. <br />DATE: April 22, 2024 <br />The City of Paris was awarded a Texas Community Development Block Grant in the 2023 <br />Downtown Revitalization/Main Street Program in January of 2024. This $500,000 grant will be <br />used for the reconstruction of 1St Street SE from Lamar Avenue to Clarksville Street. As part of <br />our ongoing efforts to make the downtown a destination location for tourism and activities, the <br />City, along with downtown residents and business owners, have made it a priority to pursue grant <br />funding to convert this stretch of road from a standard street to a walkable site, allowing it to be <br />closed to traffic when appropriate to hold community events. In order to design this specialty brick <br />paver roadway, we will be hiring a consultant engineer who specializes in this type of community - <br />oriented design. <br />The City Engineer advertised for Request for Qualifications from engineering firms all over Texas <br />in the Paris News on February 6, 2024, for Engineering Firms to send Qualifications by February <br />19, 2024. The City received responses from five qualified firms by the deadline. The firms <br />submitting qualifications were as follows: <br />MTG Engineers of Greenville, Tx. <br />WSB Engineers (formerly EST) of Paris, Tx. <br />Walker & Associates of Paris, Tx. <br />Trimad Consultants, LLC of Pharr, Tx. <br />Engineering Design Solutions, LLC of Canton, Tx. <br />
