A Motion to approve the zoning change to MF -2 was made by Board Member Chad <br />Lindsey and seconded by Board Member Chance Abbott. Motion carried, 5 ayes — 0 <br />nays. <br />7. Conduct a public hearing to consider and take action regarding the petition the Crist & <br />Elizabeth Pshigoda Foundation for a Planned Development site plan amendment in the <br />Pshigoda South Addition, Block A, Lot 2, LOAD 18688, located in the 3500 Block of <br />Clarksville Street. <br />Ose Amo-Mensah presented this item stating this property was approved for PIanned <br />Development in 1991 which did not allow for carports. The applicant would like to <br />amend the Planned Development to add carports. This will not negatively affect the <br />surrounding community. There were no citizen inputs received on this item. Staff <br />recommends approval with the following minimum design standards: <br />• Carports shall be steel box frame designed w flat/shed roof. <br />• Gutters shall be installed and discharged to stormwater at grade. <br />• Carports shall match the primary structure. <br />• Carports shall be either 20'x 24' or 20'x 48' <br />The public hearing was declared open. Wayne Brown states the tenants would like to add, <br />carports that will all be the same for 2 or 4 parking spots. He is here to answer any <br />questions. With no one else speaking the public hearing was declared closed. <br />A Motion to approve the site plan amendment was made by Board Member Chance <br />Abbott and seconded by Board Member Robert Spain. Motion carried, 5 ayes — 0 nays. <br />8. Conduct a public hearing to consider and take action regarding the petition of the City of <br />Paris to add text and definition for Community Garden in Exhibit 913 Zoning Ordinance - <br />Use of Land and Buildings Section 8-102 Special Uses, Section 8-201 Special <br />Definitions as a permitted use in the following zoning districts: Agricultural (A), <br />Neighborhood Service (NS), and Central Area (CA). <br />Osei Amo-Mensah presented this item stating that in 2023, the Legislature passed HB 1750 <br />which affects how municipalities can regulate agricultural operations within its corporate <br />bounds. Our current ordinances do not address agricultural operations as defined by this <br />legislation. In an effort to reconcile our development standards with current regulations, <br />Lamar County Health Department and the City's Development Departments in conjunction <br />with Texas A&M AgriLife staff is working on a test/pilot program to formulate standards <br />and best practices for agricultural operations within our corporate limits. By making this <br />text amendment the city will become compliant with HB 1750, as currently written and <br />interpreted. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />
