The citizens' forum was declared open. Robert Avila, 803 Fitzhugh stated that he received <br />a violation notice for 537 SW 3rd. Chaiman Fendley advised that he could voice concerns <br />regarding violations at the City Council citizens forum. Stephanie Harris, City Attorney <br />advised Mr. Avila that she can assist him. With no one else speaking the forum was <br />declared closed. <br />4. Approve minutes from the meeting of May 06, 2024. <br />A Motion to approve the minutes was made by Board Member had Lindsey and seconded <br />by Board Member Robert Spain. Motion carried, 5 ayes — 0 nays. <br />5. Conduct a public hearing to consider and take action regarding the petition of Steven <br />Smith for a Comprehensive Plan Amendment from Medium Density Residential (MDR) <br />to High Density Residential (HDR) in the A208 E Crow Survey, Part of Tract 28, LCAD <br />51027, located in the 4300 Block of Pine Mill Rd. <br />Osei Amo-Mensah presented this item stating there are two items on this agenda for <br />consideration. The applicant Steven Smith is seeking a minor amendment to provide for a <br />higher density use on 6.38 acres that is currently vacant. He is also seeking a zoning <br />change. The developer is proposing a subdivision of duplexes or multi -family homes. The <br />property is currently guided for Medium Density Residential. Staff are in support of this <br />minor amendment to High Density Residential. There are no conditions. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />A Motion to approve the Comprehensive Plan Amendment to HDR was made by Board <br />Member Chad Lindsey and seconded by Board Member Tylesha Ross -Mosley. Motion <br />carried, 5 ayes -- 0 nays. <br />6. Conduct a public hearing to consider and take action regarding the petition of Steven <br />Smith for a zoning change from an Agricultural District (A) to a Multiple -Family <br />Dwelling District No.2 (MF2) in the A208 E Crow Survey, Part of Tract 28, LCAD <br />51027, located in the 4300 Block of Pine Mill Rd. <br />Osei Amo-Mensah stated this is the second portion of the same property for rezoning to <br />allow him to do the type of development he is proposing. Staff believes that the property <br />is well situated for the continuation of this type of development. One citizen input was <br />received with concern of heavy traffic by adding this number of units. The comment was <br />forwarded to the City Engineer and his suggestion was for a traffic impact study. The <br />developer can decide to reduce the number of units to curtail the volume of traffic it may <br />generate based on the study. Staff recommendation is to approve the zoning change from <br />Agricultural to Multi -Family No. 2. <br />The public hearing was declared open. With no one speaking the public hearing was <br />declared closed. <br />
