Item No. 12 <br />TO: Mayor, Mayor Pro Tem & City Council <br />Robert Vine, Interim City Manager <br />FROM: Osei Amo-Mensah, AICP Director Planning & Community Development <br />SUBJECT: Conduct a Public hearing to consider and take action regarding the petition of <br />Deanna Griffin on behalf of Nathan Bell Property Management & Rentals, LLC <br />in conjunction with TM&D LLC for a Specific Use Permit (SUP) Mixed Use in <br />a Neighborhood Service District (NS), in the Simpson Place Addition, Lot 1, <br />LCAD 17543, located at 2031 Clarksville Street. <br />MTG. DATE: August 26, 2024 <br />BACKGROUND <br />On Monday, August 5, 2024, the City of Paris Planning & Zoning Commission held its regular <br />meeting and unanimously recommended approval to the request above. The SUP is requested by <br />applicant Deanna Griffin on behalf of Nathan Bell in conjunction with TM&D, owner of property <br />at 2031 Clarksville Street, who have entered into negotiations for a new business at this address. <br />The business will be operated part-time and requires tenant use of the property as temporary <br />housing and business services. The business is owned by Deanna Griffin, and owner has granted <br />her permission to occupy the property subject to City approval. <br />According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and <br />recommend said Special Use Permit request and the Planning and Zoning Commission in <br />considering and determining its recommendation and the City Council on any request for a <br />Specific Use Permit shall require from the applicant Site plans and supportive plans, information, <br />operating data and expert evaluation concerning the location, function and characteristics of any <br />building or use proposed. The City Council may, in the interest of the public welfare and to assure <br />compliance with this ordinance, establish conditions of operation, location, arrangement and <br />construction of any use for which a permit is authorized. " <br />STATUS OF ISSUE <br />• The subject property owners are in negotiations for a new business "Sage Aesthetics" at this <br />address. <br />• The current zoning is a Neighborhood Service District (NS) by Ordinance No. 86-014. <br />• The property has been used for various businesses since approximately 2012. <br />• The existing structure was originally constructed as a residential home with a kitchen, bath and <br />bedrooms. <br />Page 1 of 3 <br />
