Item No. 13 <br />Memoranduin <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Robert Vine, Interim City Manager <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of the <br />City of Paris to rezone the Historic Overlay District No. 2 (HD -2) which includes <br />the following districts: Central Area (CA), Two -Family Dwelling District (2F), <br />Multiple -Family Dwelling District No. 1 (MF -1), Planned Development (PD) and <br />Commercial District (C) to a Single -Family Dwelling District No.1 (SF -1). <br />MTG. DATE: August 26, 2024 <br />BACKGROUND: <br />On Monday, August 5, 2024, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the rezoning petition, where the Commission <br />unanimously voted to recommend approval of the item above. <br />At the City Council meeting, held on Monday, June 10, 2024, during the citizens' forum Mr. Curtis <br />Fendley of 554 Church Street requested that City Council consider a future agenda item to restrict <br />building permits for multi -family dwellings in the Historic District of South Main and Church <br />Streets. <br />Linda Knox of 655 Church Street also spoke and said that in 2021, when she served on the City <br />Council, the Church Street property owners began working with staff in the Planning Department <br />on ways to protect their neighborhood and they had come up with a three -pronged approach. She <br />described this approach as a rental property ordinance, vacant building ordinance and single-family <br />zoning. Ms. Knox said of the three, only two had been completed. She read a statement from her <br />neighbor, Sims Norment, 606 Church Street, who said it was a potential plus to only allow single <br />family dwelling on Church Street with the increase of people coming to Paris. <br />Staff was directed to review and report back to Council about concerns raised by residents on <br />Church Street during the citizens forum relating to the current (2F) Two -Family Dwellings zoning <br />district that allows (duplexes) on Church Street in the Historic District. <br />After hearing the report from Staff, the City Council at its regular meeting on June 24, 2024, <br />directed the case to the Planning and Zoning Commission to consider the impact of rezoning the <br />entire Historic District Overlay No. 2 (HD -2) to a One -Family Dwelling District No.I (SF -1). <br />
