WHEREAS, in order to preserve the City's water supply, comply with the requirements <br />of State law, and in the interest of preserving the health, safety, and welfare of the citizens of Paris, <br />Texas, the City Council of the City of Paris deems it necessary and appropriate to establish certain <br />rules and policies for conservation of the City's water supply and for the orderly and efficient <br />management of limited water supplies during drought and other water supply emergencies, in the <br />form of a revised and consolidated Water Conservation/Drought Contingency Plan for both retail <br />and wholesale water customers, as the same are defined herein; <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE <br />CITY OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in all things <br />approved and are incorporated herein by reference for all purposes. <br />Section 2. Chapter 12, Article 12.06, "Drought Contingency/Water Conservation Plan," of <br />the Code of Ordinances of the City of Paris, Texas, is hereby amended to read in its entirety as follows: <br />"Article 12.06 Drought Contingency/Water Conservation Plan <br />DIVISION ONE—GENERALLY <br />Sec. 12.06.001 through Sec. 12.06.030. (Reserved) <br />DIVISION TWO – Drought Contingency Plan <br />Sec. 12.06.031 -Declaration of Policy, Purpose, and Intent <br />In order to conserve the available water supply and protect the integrity of water supply facilities, <br />with particular regard for domestic water use, sanitation, and fire protection, and to protect and <br />preserve public health, welfare, and safety and minimize the adverse impacts of water supply shortage <br />or other water supply emergency conditions, the City of Paris hereby adopts the following Drought <br />Contingency Plan, providing regulations and restrictions on the delivery and consumption of water. <br />Water uses regulated or prohibited under this Drought Contingency Plan (the Plan) are considered <br />to be non-essential and continuation of such uses during times of water shortage or other emergency <br />water supply conditions are deemed to constitute a waste of water which subjects the offender(s) to <br />penalties as defined in Section 12.06.041 of this Article. <br />Page 2 of 20 <br />
