Ms. <br />Hammond asked what portion of the 1,600 acre airport currently has infrastructure. Mr. Strahan <br />provided response, stating that of the 1,600 acres of airport property, less than 200 acres have <br />infrastructure and that creating infrastructure throughout the property continues to be a challenge. Ms. <br />Hammond asked a question regarding the size of the airport in relation to other airports in the state of <br />Texas. Mr. Strahan provided response, noting that the size of the Cox Field Airport is larger than the <br />average airport in Texas. Mr. Bray asked a question regarding the ability to land aircraft at the airport <br />during the runway construction project and if notice would be provided. Mr. Strahan provided response, <br />stating that a notice would be provided for pilots prior to construction. There were no further questions. <br />Presentation by Doug Harris on the Wastewater Treatment Facility <br />Assistant City Manager Doug Harris opened his presentation on the Wastewater Treatment Facility by <br />providing a brief history of the facility. He explained that two construction packages are currently in <br />progress and have been divided due to funding. Mr. Harris elaborated on construction package one, <br />stating that construction began in Spring of 2023 and is estimated to conclude in April 2025. He <br />continued, noting that package two is scheduled to begin construction on August 22, 2024 and <br />estimated to conclude in April 2026. Mr. Harris provided clarification, stating that package one is <br />focused on construction at the water treatment facility and package two is focused on the influent line <br />to the treatment facility. <br />Mr. Harris continued the presentation by recalling a commonly asked question regarding the additional <br />capacity available for potential industries, to which he noted is approximately 1.5M gallons per day. He <br />elaborated, stating that the current daily average is 3.9M GPD and that the treatment facility has a <br />permitted maximum capacity of 7.25M GPD. Mr. Harris further explained that should the average daily <br />capacity reach 75% of the facility's permitted maximum capacity for three consecutive months, the City <br />of Paris would be required to begin engineering design and allocating funding for upgrades to the <br />treatment facility. <br />Mr. Harris concluded the presentation with a second commonly asked question regarding pretreatment <br />requirements for industries, which he noted is regulated at a federal level. He added that an industry <br />could either install a pretreatment center at its facility or send untreated water to the City of Paris <br />facility, which would be subject to a surcharge for treatment. <br />Mr. Harris opened the floor to questions regarding the presentation on the Wastewater Treatment <br />Facility. Mr. Bray asked a question regarding the water line capacity to industries and whether water line <br />improvements or facility improvements would be required to increase capacity. Mr. Harris provided <br />response, stating that the current water lines are in poor condition and that construction package two is <br />focused on addressing this issue. Mr. Bray asked an additional question regarding the amount of <br />additional capacity that will be available after the completion of construction. Mr. Harris provided <br />response, stating that completion of construction is projected to increase additional capacity beyond the <br />current estimated 1.5M GPD, however it will not exceed the 7.25M GPD permitted maximum capacity of <br />the facility. There were no further questions. <br />Update and Discussion on 2024-2025 Draft Budget <br />Ms. Hammond presented the preliminary 2024-2025 Draft PEDC Budget. She noted that the Budget <br />would be presented to the board for approval during the July 12, 2024 PEDC Planning Session, and that <br />all feedback on the preliminary draft would be collected through early July. <br />Page 3 of 5 <br />
