ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AMENDING DIVISION 2, "PLANNING AND ZONING COMMISSION," OF <br />CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS <br />TO FORMALLY REDUCE THE NUMBER OF MEMBERS FROM NINE (9) TO <br />SEVEN (7) TO CONFORM WITH CURRENT PRACTICE AND ADJUSTING THE <br />NUMBER OF MEMBERS REQUIRED TO MAKE A QUORUM ACCORDINGLY, <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE AND A <br />SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />WHEREAS, Chapter 2, Division 2 of the Code of Ordinances of the City of Paris <br />provides for the creation of a Planning and Zoning Commission (the "Commission") has <br />provided for in Chapter 211 of the Texas Local Government Code; and <br />WHEREAS, the City created said Commission, and the Commission has been in <br />existence for decades; and <br />WHEREAS, Section 2.03.031 provides that the Commission be composed of nine (9) <br />members; and <br />WHEREAS, between 2006 and 2008, City Council reduced the number of <br />Commissioners from nine (9) to seven (7) to better correspond with other boards and <br />commissions of the city and to make it easier to fill vacancies on the Commission; and <br />WHEREAS, on September 5, 2024, the Commission discussed whether to remain at <br />seven members or to ask the City Council to appoint two (2) additional members, and agreed <br />to recommend to City Council to leave the composition of the Commission at seven; and <br />WHEREAS, the City Council finds that it is in the best interest of the city to amend the <br />ordinance so that it conforms with current practice; <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in <br />all things approved and are incorporated herein by reference for all purposes. <br />Section 2. That Sections 2.03.031 and 2.03.038 are hereby amended to read as <br />follows: <br />"§ 2.03.031. Created; composition. <br />There is hereby created and established within and for the city a planning and zoning <br />commission, composed of nine (9) sevens members, whose offices are hereby created." <br />1 <br />
