MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE (TIRZ) BOARD <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER, 107 E. KAUFMAN ST, PARIS TEXAS <br />THURSDAY, SEPTEMBER 12, 2024 <br />4:00 O'CLOCK P.M. <br />Members present: Miles Mathieu, Vice -Chairman; Thomas McMonagle, Secretary; <br />Maureen Hammond, Reeves Hayter, Pam Norwood, and Dillon <br />Cecil <br />Members absent: Cody Head, Chairman <br />City Staff: Rob Vine, Interim City Manager; Stephanie Harris, City Attorney; <br />Osei Amo-Mensah, Director of Planning and Community <br />Development; Skylar Unger, Deputy City Clerk; and Cheri Bedford, <br />Main Street Coordinator <br />City Council present: Mayor Mihir Pankaj <br />1. Call meeting to order. <br />Vice -Chairman Miles Mathieu called the meeting to order at 3:58 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />3. Approve minutes from the meeting on August 8, 2024. <br />A Motion. to approve the minutes as presented was made by Ms. Hammond and seconded by Mr. Hayter. <br />Motion carried 6 ayes — 0 nays. <br />4. Receive clarification from the City Attorney on the TIRZ Board approving the new Bylaws. <br />City Attorney Stephanie Harris stated that because the TIRZ board suggested the change first, and City <br />Council approved already, that the board did not need to additionally approve the revised Bylaws, but <br />that if they wanted to, they certainly could. Mr. Hayter stated that perhaps he was asking the wrong <br />question and clarified that he had not yet seen the revised Bylaws and was asking how to go about <br />viewing them. After further discussion, Ms. Harris stated that the board could formally adopt the new <br />Bylaws at the next board meeting, and she would add a note of the date they were formally adopted by <br />the board.. <br />5. Receive update from and provide direction to staff regarding authorizing the retention of a consultant to <br />assist the Board with strategies for reviewing and possibly amending the Project and Financing Plans for <br />TIRZ No. 1, and possibly take action. <br />Planning Director Osei Amo-Mensah stated that the sub -committee had met and deliberated on two <br />finalist consultants: Forked Pine Consulting and Capex Consulting Group. It was the consensus of the <br />sub -committee to choose Forked Pine Consulting as the consultant for the project. Maureen Hammond <br />stated that the sub -committee put together a general scope of work that included a financial projection <br />Page 1 of 2 <br />
