Item No. 7 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Robert Vine, Interim City Manager <br />SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT <br />DATE: November 12, 2024 <br />BACKGROUND: Because our police and fire departments operate under a civil service system, <br />we are required to have a local three-member civil service commission. Members' terms vary in <br />length, so they do not expire all at one time. Pursuant to Local Government Code § 143.006(b), <br />the City Manager is required to appoint commission members with the City Council confirming <br />the appointments. <br />The Civil Service Commission is tasked with maintaining local rules and regulations under the <br />guidance laid out in Chapter 143. These rules spell out entry requirements, promotional <br />requirements, disciplinary standards, appeal processes, etc. From all of this, their primary roles <br />are to maintain the rules and regulations as well as hear appeals from civil service members as <br />needed. <br />STATUS OF ISSUE: On September 27, 2018, Del Drake was appointed to the serve the unexpired <br />term of Sims Norment on the Civil Service, and that term expired December 31, 2020. Mr. Drake <br />was re -appointed for a term of January 1, 2021 through December 31, 2024, and wishes to serve <br />another term. Mr. Drake has been a deputy constable, has worked at the Paris Police Department <br />for a number of years prior to joining the Texas Alcoholic Beverage Commission as an agent. <br />After retiring from TABC, he worked in their Internal Affairs Department. Staff is recommending <br />Del Drake be re -appointed to the Commission. <br />BUDGET: NA. <br />RECOMMENDATION: Confirm re -appointment of Del Drake to serve on the Civil Service <br />Commission. <br />
