Item No. 7 Memorandum TO: Mayor, Mayor Pro -Tem & City Council FROM: Robert Vine, Interim City Manager SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT DATE: November 12, 2024 BACKGROUND: Because our police and fire departments operate under a civil service system, we are required to have a local three-member civil service commission. Members' terms vary in length, so they do not expire all at one time. Pursuant to Local Government Code § 143.006(b), the City Manager is required to appoint commission members with the City Council confirming the appointments. The Civil Service Commission is tasked with maintaining local rules and regulations under the guidance laid out in Chapter 143. These rules spell out entry requirements, promotional requirements, disciplinary standards, appeal processes, etc. From all of this, their primary roles are to maintain the rules and regulations as well as hear appeals from civil service members as needed. STATUS OF ISSUE: On September 27, 2018, Del Drake was appointed to the serve the unexpired term of Sims Norment on the Civil Service, and that term expired December 31, 2020. Mr. Drake was re -appointed for a term of January 1, 2021 through December 31, 2024, and wishes to serve another term. Mr. Drake has been a deputy constable, has worked at the Paris Police Department for a number of years prior to joining the Texas Alcoholic Beverage Commission as an agent. After retiring from TABC, he worked in their Internal Affairs Department. Staff is recommending Del Drake be re -appointed to the Commission. BUDGET: NA. RECOMMENDATION: Confirm re -appointment of Del Drake to serve on the Civil Service Commission.
