Item No. 4 A <br />Memorandum <br />TO: City Council <br />Rob Vine, Interim City Manager <br />FROM: Thomas McMonigle, Fire Chief <br />SUBJECT: Recognition of Emergency Service Personnel for CPR Save <br />DATE: November 5, 2024 <br />BACKGROUND: On August 6, 2024, Paris EMS Medic 3 and Paris Fire Department Engine 1 <br />responded to an unresponsive person. On arrival, crews found a female patient to be unresponsive, <br />pulseless and apneic. Crews began resuscitative efforts to include CPR, oxygen administration, <br />cardiac monitoring, intraosseous access, medication administration and advanced airway <br />placement. After approximately 12 minutes of resuscitation, the patient was noted to have a return <br />of spontaneous circulation (ROSC). Post resuscitation care was initiated, and the patient was <br />transported to the emergency department. <br />STATUS OF ISSUE: The patient, who was in cardiac arrest, was successfully resuscitated and <br />survived to be discharged from the hospital with no neurological deficits. <br />BUDGET: No impact to budget. <br />RECOMMENDATION: Recognize the following for their exemplary service to the citizens of <br />Paris and Lamar County: <br />• Paris EMS Paramedic Alan Garcia <br />• Paris EMS PRN EMT Trevor Gilliam <br />• Paris FD Driver/Engineer EMT Toby Keenum <br />• Paris FD Firefighter EMT Caleb Michael <br />• Paris FD Firefighter EMT Spur Norwood <br />• Paris FD Firefighter EMT Colton Hale <br />
