Item No. 4A.1 <br />Memorandum <br />TO: City Council <br />Rob Vine, Interim City Manager <br />FROM: Thomas McMonagle, Fire Chief <br />SUBJECT: Recognition of Emergency Service Personnel for CPR Save <br />DATE: November 5, 2024 <br />BACKGROUND: On September 10, 2024, Paris EMS Medic 7, Paris Fire Department Quint 4 <br />and Paris Police Department responded to a male patient not breathing. On arrival, crews found <br />the patient to be unresponsive, pulseless and apneic. Crews began resuscitative efforts to include <br />CPR, AED, oxygen administration, cardiac monitoring, manual defibrillation, intraosseous access, <br />medication administration and advanced airway placement. After approximately 15 minutes of <br />resuscitation, the patient was noted to have a return of spontaneous circulation (ROSC). Post <br />resuscitation care was initiated, and the patient was transported to the emergency department. <br />STATUS OF ISSUE: The patient, who was in cardiac arrest, was successfully resuscitated and <br />survived to be discharged from the hospital with no neurological deficits. <br />BUDGET: No impact to budget. <br />RECOMMENDATION: Recognize the following for their exemplary service to the citizens of <br />Paris and Lamar County: <br />• Paris EMS Paramedic Captain Elijah Hubbard <br />• Paris EMS Paramedic Georgianna Middleton <br />• Paris FD Captain EMT James Dority <br />• Paris FD Driver/Engineer EMT Dustin Huff <br />• Paris FD Firefighter EMT Brian Ford <br />• Paris FD Firefighter EMT Kobe Dixon <br />• Paris PD Lt.
