Item No. 4A.2 <br />I <br />TO: City Council <br />Rob Vine, Interim City Manager <br />FROM: Thomas McMonigle, Fire Chief <br />SUBJECT: Recognition of Emergency Service Personnel for CPR Save <br />DATE: November 5, 2024 <br />BACKGROUND: On October 17, 2024, Paris EMS Medic 2 and Paris Fire Department Quint 4 <br />responded to a report of a male patient with CPR in progress. On arrival, crews found the patient <br />to be unresponsive, pulseless and apneic. Crews began resuscitative efforts to include CPR, oxygen <br />administration, cardiac monitoring, defibrillation, IV access, and medication administration. After <br />approximately 10 minutes of resuscitation, the patient was noted to have a return of spontaneous <br />circulation (ROSC). Post resuscitation care was initiated, and the patient was transported to the <br />emergency department. <br />STATUS OF ISSUE: The patient, who was in cardiac arrest, was successfully resuscitated and <br />survived to be discharged from the hospital with no neurological deficits. <br />BUDGET: No impact to budget. <br />RECOMMENDATION: Recognize the following for their exemplary service to the citizens of <br />Paris and Lamar County: <br />• Paris EMS Paramedic Captain Justin Allen <br />• Paris EMS Paramedic Brandi Skidmore <br />• Paris EMS PRN Paramedic Tanner Smith <br />• Paris FD Driver/Engineer EMT Josh May <br />• Paris FD Driver Engineer EMT Toby Keenum <br />• Paris FD Firefighter EMT Greg Janes <br />• Paris FD Firefighter EMT Colton Hale <br />
