<br />Kent Burgess, Principal
<br />Kent Burgess is a dynamic leader with over 16 years of experience supporting federal
<br />grants, disaster recovery, and program/project management. His expertise spans the entire
<br />grant life cycle from program design, stakeholder coordination, policy implementation, pro-
<br />cess engineering, systems analysis and design, and training and development. He has led teams
<br />supporting critical disaster recovery and emergency relief efforts in Texas, Mississippi, Louisiana,
<br />New York, Illinois, Florida, North Carolina, Massachusetts, and Vermont. From 2018 to 2021, Kent led the
<br />support of a Texas Division of Emergency Management (TDEM) effort to establish a comprehensive grant
<br />monitoring and compliance platform and processes for administering more than 10,000 PA and HMA
<br />projects and providing technical assistance to more than 1,500 subrecipients.
<br />Valalrle Philipp, PE, Subject Matter Expert
<br />Valarie Philipp is an experienced program and project management professional who leads, consults,
<br />and provides expertise to government and private non -profits through the emergency management
<br />cycle to secure successful outcomes from events and ensure resilience in the future. Valarie has over
<br />20 years of experience supporting state, county, and municipal governments, healthcare providers,
<br />educational institutions, and non-governmental organizations with disaster preparedness, response, and
<br />disaster recovery, managing over $780 million in FEMA PA projects since 2017 and coordinating FEMA
<br />HMA, CRF, ARPA, and HHS funding streams. She is a subject matter expert in grants management, debris
<br />management, cost recovery, closeouts, procurement compliance, appeals and audit resolution, and plan-
<br />ning and training initiatives. Valarie is a licensed engineer, registered in Florida and Georgia. She earned
<br />her engineering degree from the University of Florida.
<br />Ashley l iebelrt, Ell, CFM, CGM, Subject Matter Expert
<br />Ashley Hebert has extensive FEMA training and PA and HMA experience. Over the last 16 years, he has
<br />worked as a FEMA core employee in positions ranging from Project Officer to Lead Hazard Mitigation
<br />Grant Program Specialist. During his tenure with FEMA, Ashley served the State of Louisiana as a point of
<br />contact for project technical assistance. In 2013, he transferred into a contractor position and served the
<br />State of New York as a lead in preparing BCA for projects. Ashley has worked on five disasters, including
<br />Hurricanes Katrina, Rita, and Sandy. He is a Mechanical Engineer, a Certified Floodplain Manager, and a
<br />Federal Track Certified Grant Manager. Ashley holds a BS in Mechanical Engineering from the University
<br />of Louisiana in Lafayette.
<br />Cairo ilna Castro, Project Manager
<br />Carolina "Carly" Castro has extensive experience developing hazard mitigation applications and work-
<br />ing with communities to manage their approved mitigation projects. She joined GrantWorks as a Hazard
<br />Mitigation Project Manager in 2019, was promoted to Senior Hazard Mitigation Project Manager in May
<br />2022, and was named Director of Hazard Mitigation in April 2023. As a Project Manager, she facilitates
<br />conversations between stakeholders, technical professionals, and state and federal agents. She works
<br />with community representatives to identify their needs and suitable paths through available hazard
<br />mitigation assistance programs. Carolina earned her BS in Bioenviron mental Science from Texas A&M
<br />University in College Station.
