<br />Timothy Munk, Senior Girant Specialist
<br />Tim Munk has over 15 years of engineering, construction, and disaster recovery experi-
<br />ence. He has prepared and overseen the preparation of Project Worksheets in all categories
<br />of work. Tim has worked with local, county, and state governments, including road departments,
<br />utilities, school boards, emergency responders, and private nonprofit entities. Tim has written plans,
<br />evaluated risks, and conducted exercises for counties and jurisdictions in Texas, Louisiana, Massachu-
<br />setts, Colorado, Oklahoma, and California. He excels in providing comprehensive all -hazard planning
<br />services in all FEMA PA disaster recovery phases, and has vast knowledge of federal regulations, policies,
<br />and laws applicable to the PA program, including the new Public Assistance Delivery Model. Tim has also
<br />been involved in several hazard mitigation planning projects. Tim holds a BS in Mechanical Engineering
<br />from Lamar University.
<br />Blair Pulrpelra, Senior Girant Specialist
<br />Over the past 18 years, Blair Purpera has successfully implemented and managed large-scale disaster
<br />recovery programs in south Louisiana. He has extensive programmatic knowledge and hands-on expe-
<br />rience in mitigation programs, major federal disaster declarations, construction management, and appli-
<br />cant liaison and contractor management. Additional specific expertise involves mitigation programming
<br />for insurance claims adjusting, construction management, acquisition, elevation, reconstruction, flood -
<br />proofing, and retrofitting.

<br />Patrick Kelley, Girant Specialist
<br />Patrick Kelley has 40+ years of experience and a demonstrated emergency management and public
<br />safety history. He is skilled in emergency operations, crisis management, disaster planning and manage-
<br />ment, public safety standards development (emergency preparedness and emergency services), and
<br />budgeting and financial accounting. Patrick has overseen large projects and managed regional emer-
<br />gency management for a major non-profit. At the state level, he was responsible for hazard mitigation
<br />activities for three regions in Texas, including 174 counties, and covered 1,000,000 residents. He estab-
<br />lished over 5,000 individual safe rooms within the Texas Tornado Belt. Patrick is a proven leader who has
<br />directed numerous military and domestic teams. He is certified as a Certified Business Continuity Pro-
<br />fessional (CBCP), a FEMA Level 1 Continuity of Operations Professional (COOP1), and a FEMA Advance
<br />Professional Services (APS).
<br />Sandra Simonson, Girant Specialist
<br />Sandra Simonson has 23 years of experience successfully writing, managing, and administering hazard
<br />mitigation grants, including FMA, PDM, and HMGP. Besides, she has experience writing and managing,
<br />Firefighter, USDA, Forestry (wildfire), EPA (Superfund), CDBG (housing rehabilitation), and EDA (revolving
<br />loan) grants. She has experience working directly with local and state officials. Sandra conducts public in-
<br />formation and comprehensive planning meetings, coordinates intergovernmental/inter-agency task force
<br />meetings, and participates in community -focused project planning meetings.
