Rachel Andrews, PE, CFM, Application Specialist <br />As a Hazard Mitigation Elevation Project Manager with 15 years of experience, Rachel <br />Andrews uses her civil engineering background to manage large-scale elevation/recon- <br />struction housing projects. She distributes, collects, organizes, and maintains program appli- <br />cant information and is responsible for applicant, client, and contractor communication. Rachel <br />provides project planning and scoping, financial project tracking and management, and project staff G <br />coordination. Rachel has a strong track record of achieving results through collaboration and a proven <br />ability to work independently. She has effective organizational, planning, and strong communication skills <br />in both oral and written forms. She uses her collaborative abilities to work with technical staff, elected <br />officials, and communities. Rachel has a BS in Civil/Water Resources Engineering and a BA in Spanish <br />from the University of Texas at Austin. She also is a Registered Professional Engineer and a Certified <br />Floodplain Manager. <br />Maria Bedlia, Application Specialist <br />Since 2009, Maria Bedia has gained extensive experience in a variety of federal and state grant pro- <br />grams, specifically ones offered by the Federal Emergency Management Agency (FEMA) and the Texas <br />Department of Emergency Management (TDEM). She has submitted applications that were successful in <br />receiving funding from the Hazard Mitigation Grant Program (HMGP). In addition to preparing the appli- <br />cations, Maria was responsible for project implementation, management, reporting, and closeout. She <br />managed Public Assistance (PA) projects for several declared disasters. Maria has experience working in <br />FEMA's Grants Portal as well as TDEM's Grants Management System (GMS). Maria is excited to be joining <br />GrantWorks and making a difference in the lives of others. She has an MBA and BS in Business Adminis- <br />tration from the University of Incarnate Word. <br />Aeli Gonzalez Gladstein, Plannelr <br />Aeli Gonzalez-Gladstein is a Hazard Mitigation Planner with expertise in resiliency planning. He joined <br />the Community Development Team as a Project Manager in April 2021 and transferred to the Hazard Mit- <br />igation Team in May 2022. He has managed projects totaling over $55 million, funded through various <br />agencies. Aeli focuses on building relationships with his clients and works to achieve total satisfaction on <br />every project. He uses his experience to manage technical and financial aspects of projects, including <br />tracking and balancing budgets and invoices, reviewing engineering designs, assisting efficiently and <br />effectively in developing bid packages, and assuring compliance with state and federal regulations. He <br />has an MS in City and Regional Planning and an MS in Sustainable Environmental Systems from the Pratt <br />Institute. He also has a BA in Arts and Humanities from the University of Maryland. <br />Natalie Johnson, Plannelr <br />With five years of planning experience, Natalie Johnson is a Hazard Mitigation Planner at GrantWorks. <br />Before joining GrantWorks, she spent five years with the Texas Division of Emergency Management <br />(TDEM) as a Hazard Mitigation Planner. In this position, her primary responsibilities were to serve as a liai- <br />son between local jurisdictions and FEMA, provide expertise in hazard mitigation planning, and facilitate <br />the approval of Local Hazard Mitigation Plans by FEMA.
