TO: Mayor, Mayor Pro -Tem and City Council <br />Robert Vine, Interim City Manager <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of RT <br />Fitness LLC for a zoning change from an Office District (0) to a General <br />Retail District (GR) in the Felts, Fort & Varner Addition, Block 3, Lot 3, LCAD <br />11342 located at 950 E Austin. <br />MTG. DATE: December 9, 2024 <br />BACKGROUND: <br />On Monday, December 2, 2024, the City of Paris Planning & Zoning Commission held its regular <br />meeting where the Commission unanimously voted to recommend approval of the item above. Mr. <br />Lyle Edwards of RT Fitness, LLC is requesting a zoning change from an Office District (0) to a <br />General Retail District (GR). The subject property is a 67,256.7 sq. ft (1.544 acres) tract located at <br />950 E. Austin Street. The gross area of the existing building is 20,056 SF and the current use is an <br />Aerofit Health Club/RT Fitness facility. Applicant was approved for a variance application to the <br />Board of Adjustment on Tuesday, November 5, 2024, for an expansion to add a 2 -story building <br />of 3,750 SF at the rear of the existing facility facing Woodlawn Street. The future land use is guided <br />for Public Land and Institutions; therefore, this rezoning action will be in accordance with the <br />city's comprehensive plan. <br />STATUS OF ISSUE: <br />The issue before the City Council is to determine whether the zoning change request will <br />negatively impact the health, safety and welfare of the neighborhood. <br />The application for the zoning change is because the current use as an Aerofit Health Club/RT <br />fitness/Gym facility classified as Recreational Facility (Private) is allowed as a Specific Use Permit <br />(SUP) under Office District (0) according to the Zoning Ordinance - Use of Land and Buildings <br />Sub Section 8-102 Special Use Table. The applicant is requesting a rezoning to General Retail <br />District (GR) for the fitness/Gym facility as a permitted use, hence compatible use with the General <br />Retail District (GR). The zoning change request, if approved, would be appropriate for the use <br />without Specific Use Permit (SUP). All improvements to the lot shall conform to the standards <br />required by the City of Paris. <br />Page 1 of 2 <br />
