Memorandum <br />Agenda Item No. 16 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Robert Vine, Interim City Manager <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of the <br />City of Paris for a zoning change from a One -Family Dwelling District No. 1 <br />(SF I) to a One -Family Dwelling District No. 2 (SF2) for all other properties <br />within the Historic District No. 2 (HD -2) South of Sherman Street to Hearne <br />Street between SW I' Street and SE Yd Street including LCAD parcels 16272, <br />16276, 16279, 16585, 16583, 16586, 16591, 16592, 16595, 16597, 16599, 16601, <br />16603, and 16604. <br />MTG. DATE: December 09, 2024 <br />BACKGROUND: <br />On Monday, December 2, 2024, the City of Paris Planning & Zoning Commission held its regular <br />meeting, where the Commission unanimously voted to recommend approval of the item above. At <br />the Planning and Zoning Commission meeting on Monday, November 4, 2024, the commission <br />was presented with proposed rezoning maps of the Historic District HD -2 District for <br />consideration. Commission members deliberated on the different viewpoints and opinions from <br />the workshops. After a lengthy discussion about the rezoning of the current One -family District <br />(SF -1) to various district within the Historic District 2 (HD -2), the commission unanimously <br />selected the option Exhibit (1) rezoning map proposal suggested by staff. The option Exhibit (1) <br />map is comprised of three (3) rezoning categories. Central Area District (CA), One -Family District <br />(SF2) and Multi -Family Dwelling District (MF -1). <br />This rezoning proposal on the agenda has been divided into three (3) separate items based on each <br />zoning district category. The item above is to request a portion mainly of the Historic District HD - <br />2, from a One -Family Dwelling District No. 1 (SF1) to a One -Family Dwelling District No. 2 <br />(SF2) for all other properties within the Historic District No. 2 (HD -2) South of Sherman Street to <br />Hearne Street between SW 1st Street and SE 3rd Street including LCAD parcels 16272, 16276, <br />16279, 16585, 16583, 16586, 16591, 16592, 16595, 16597, 16599, 16601, 16603, and 16604. <br />STATUS OF ISSUE: <br />The issue before the City Council is to determine whether the zoning change request negatively <br />impacts the health, safety and welfare of the neighborhood. <br />Page 1 of 4 <br />
