Proper yDescriRion and Zoning <br />According to the legal description, the subject site was rectangular in shape and had 51' of fiontage <br />along the west side of North Main street; 230' of frontage along the south side of Santa Fe street; 5 P <br />of frontage along the east side of I" NW; and a depth of 230' along its south line, Thus, it was <br />assumed to contain 11,730 SF. It was entirely open, except for a mature tree along its north line, near <br />the northwest corner. The site was slightly above grade with the city streets and had a slight slope <br />to the north. Drainage flowed to the city streets. According to our scaling using the FEMA Flood <br />Insurance Rate Map #48277C0320C, roughly 15% of the subject, or about 1,700 SF in the <br />westernmost portion of the site, is within the 100 year flood plain and another 10%+- appears to be <br />within the 500 year flood plain. <br />The subject was served with all city utilities and all three of the streets has two traffic lanes with <br />asphalt surfaces and concrete curb and gutter. There may have been some typical utility easements <br />along the lot lines. It was zoned Commercial, as was most of the strip along North Main, except for <br />a small area of Light Industrial to the north. This is a fairly non-restrictive category that would allow <br />for a wide variety of uses including the lesser classifications of General Retail, Office, Neighborhood <br />Service, but not Multi -family. . <br />Ad, Val mem,lax, Data <br />Presently, the subject was assessed as a 6,120 SF (51' x 120') site in account #15423. It had an <br />assessed value of $11,570 or about $1.89 PSF and it was taxed by the city, county, Paris Junior <br />College and PISD at a combined rate of $1.81702 in 2023. Thus, the total potential tax burden was <br />about $210, using that rate. The assessed value has remained stable for the past four years and is <br />right in line with other commercial properties along this strip. <br />The tax assessments are based on mass appraisal techniques and are not necessarily indicative of <br />market value and do not effect sales prices. <br />PAT MURPHY & ASSOCIATES 10 <br />
