Item No. 10 <br />i <br />TO: Mayor, Mayor Pro Tem & City Council <br />Rose Beverly, City Manager <br />Robert Vine, Deputy City Manager <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: Design Engineering Firm Selection — Sewer Line Improvement Project <br />Texas Community Development Block Grant 2023-24 <br />DATE: February 10, 2025 <br />BACKGROUND: <br />The City of Paris was awarded a Texas Community Development Block Grant in on November 1° <br />2024 . This $500,000 grant will be used for the reconstruction of a substandard 6 Inch and 8 Inch <br />sewer main between 28`x' Street NW and Graham Street. The new 10 inch sewer main will fix an <br />Inflow & Infiltration problem in the existing main (which is over 1800 Linear Feet in length). This <br />main is also in a remote location, which makes it difficult to repair when the old main has failed. <br />Having a new main installed will drastically reduce the amount of maintenance time required for <br />that stretch of sewer main. <br />As part of our ongoing efforts to improve the infrastructure of the city, staff has made it a priority <br />to pursue grant funding at every opportunity to help fund improvements like this with state and/or <br />federal funds. In order to help balance the workload of city staff, we will be hiring a consultant <br />engineer to design this new sewer main. GrantWorks has helped city staff with this grant <br />opportunity with the Texas Department of Agriculture. <br />GrantWorks and city engineering department advertised for Request for Qualifications from <br />engineering firms all over Texas in the Paris News on October 15, 2024, for Engineering Firms to <br />send Qualifications by October 25, 2024. The City received responses from four qualified firms <br />by the deadline. The firms submitting qualifications were as follows: <br />WSB Engineers of Paris, Tx. <br />WA Civil, LLC of Paris, Tx. <br />Hayter Engineering of Paris, Tx. <br />
