DHR Engineering, Inc of Irving, Tx. <br />STATUS OF ISSUE: <br />An evaluation committee of Mayor Mihir Pankaj, Mayor Pro Tem Gary Savage, City Engineer <br />Todd Mittge, and Engineering Technician Steve Hodges performed evaluations on each of the four <br />firms. Scoring was based on the following: <br />........... <br />Criteria <br />Experience <br />_.._ <br />Maximum Points <br />60 <br />........ __..._.. <br />Work Performance <br />25 <br />_....._..... <br />Capacity to Perform <br />............ <br />15 <br />Total <br />_ 100 <br />After all of the scoring was tallied, Hayter Engineering of Paris, Texas was selected with an <br />average total score of 99.75. Detailed scoring information is available to the City Council upon <br />request. Also attached is the resolution authorizing the selection of Hayter Engineering. Should <br />the City Council approve this resolution, City Staff will then begin contract negotiations, including <br />obtaining reasonable fees for their service to be brought back to the City Council for approval. For <br />engineering agreements, they are not awarded based on lowest bid, but rather on most qualified. <br />BUDGET: <br />The City was awarded $500,000 in the Texas Community Development Block Grant. During the <br />grant application process, the city committed to $75,000 of city funds as a match. The design <br />engineering for this project will come from a combination of city funds and CDBG funds. <br />OPTIONS: <br />1. Approve a resolution authorizing the selection of Hayter Engineering for the sewer main <br />design between 28th Street NW and Graham Street and authorize City Staff to enter contract <br />and pricing negotiations with Hayter Engineering, to be brought back to the City Council <br />for approval. <br />2. Request more information regarding the other three firms, including our review teams' <br />score cards for review and discussion. <br />RECOMMENDATION: <br />1. Approve a resolution authorizing the selection of Hayter Engineering for the sewer main <br />design between 28th Street NW and Graham Street and authorize City Staff to enter contract <br />
