Pr°oject Approa;1 Stage I - Development of Strategic Outcomes: The approach we take is to engage Council in a series of workshops that start with broad feedback on goals and methodically boil down the inevitably broad range of needs, interests, and aspirations into defined categories known as Strategic Outcomes. These Outcomes serve as strategic "pillars" or foundations that are broad statements of macro goals for the City along with the premise for why these goals matter. We must identify why a particular Outcome is important, to whom it is important, and some measure of what defines success. Process: 1. Council Workshop - Download, Document, & Digest 9 Facilitate session with Council for insight and aspirations. Subject driven exercise with questions and topics offered for feedback. • Review in context of prior plans, existing conditions • Challenge Positions for premises in effort to identify Interests. Ask the question WHY to key points a ® Conduct SWOT assessment of key areas of interest and importance • Document findings and begin aggregating into subject areas with the Council to achieve high level agreement and general consensus 2. Draft Strategic Outcomes- Review by Council. Refine. Secure consensus *3. Follow -Up Workshop if difficulty achieving coherence or consensus on goals Stage II - Development of Key Activities: Using the Strategic Outcomes' macro perspectives, we then engage Council with staff and key stakeholders from the community in a facilitated workshop to begin developing the How of accomplishing each Outcome goal. These Activities are specific actions to be undertaken by the City coupled with timeframes and calendar targets, responsibility, metrics for measurement, cost, and priority in the context of all other activities. These are the refinement tools that should guide budgeting, staff focus, and engagement in other planning exercises, Process: 1. Stakeholder Engagement - Reach out to key City -identified stakeholders for feedback on Council's Strategic Outcomes and seek feedback on relevant and essential steps for achieving the goals 2. Document and share stakeholder feedback with City
