WHEREAS, in October of 2018, the City Council adopted significant revisions <br />to the Comprehensive Plan and the Future Land Use Plan; and <br />WHEREAS, the City Council of the City of Paris, Texas, received a petition for <br />amendments to the Comprehensive Plan and Future Land Use Map for the City of <br />Paris from High Density Residential (HDR) to commercial (C) in the City of Paris, <br />Block 315, Lot 13, LCAD No. 50943, located at 4225 Lamar Ave.; and <br />WHEREAS, analysis of the existing conditions of the neighborhood supports <br />such a change to the Comprehensive Plan and the Future Land Use Map; and <br />WHEREAS, on February 3, 2025, the Planning and Zoning Commission <br />conducted a public hearing on said proposed amendment after notice and publication <br />as required by law, and, following said hearing, made formal recommendation to the <br />City Council in favor of said proposed Comprehensive Plan and Future Land Use Map <br />Amendments; and <br />WHEREAS, on February 24, 2025, after notice and publication as required by <br />law, the City Council of the City of Paris held a public hearing to receive input from <br />the citizens of the City of Paris regarding the proposed amendment to the Future Land <br />Use Map and the City Council determined that this amendment would be in the best <br />interest of the City of Paris and its citizens, and the same should be approved. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are <br />hereby in all things approved and are incorporated herein for all purposes. <br />Section 2. That the Future Land Use Plan Map for City of Paris, Texas shall <br />be amended to change the potential zoning classifications for the property in the City <br />of Paris from High Density Residential (HDR) to commercial (C) in the City of Paris, <br />Block 315, Lot 13, LCAD No. 50943, located at 4225 Lamar Ave. <br />Section 3. That all provisions of the ordinances of the City of Paris, Texas <br />in conflict with the provisions of this ordinance are hereby repealed, and all other <br />provisions of the ordinances of the City of Paris not in conflict with the provisions of <br />this ordinance shall remain in full force and effect. <br />Section 4. That the repeal of any ordinance or part of ordinances affected <br />by the enactment of this ordinance shall not be construed as abandoning any action <br />now pending under or by virtue of such ordinance or as discontinuing, abating, <br />modifying, or altering any penalty accruing or to accrue, or as affecting any rights of <br />the municipality under any section or provisions of any ordinance at the time of <br />passage of this ordinance. <br />Section 5. That it is the intention of the City Council of the City of Paris that <br />this ordinance, and every provision hereof, shall be considered severable, and the <br />
