MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />FEBRUARY 03, 2025 <br />The Planning & Zoning Commission of the City of Paris held a regular meeting at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Board Members Present: Clifton Fendley, Chance Abbott, Adam Bolton, Larry <br />Walker, Robert Spain, Chad Lindsey <br />City Representatives: Osei Amo-Mensah, Director Planning & Community <br />Development; Triniti Frazier, Planning Technician; Todd <br />Mittge, City Engineer; Clyde Crews, Fire Marshal; <br />Stephanie Harris, City Attorney; Rose Beverly, City <br />Manager; Rudy Kessel, Council Liaison <br />Board Member(s) Absent: None. This board currently has one vacant seat. <br />Chairman Clifton Fendley called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two <br />minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from <br />responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person <br />with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal <br />appeals are not appropriate for the citizens' forum.) <br />The citizens forum was declared open. With no one speaking the forum was declared <br />closed. <br />Approve minutes from the meeting of January 06, 2025. <br />A motion to approve the minutes was made by Board member Chance Abbott and seconded <br />by Board Member Adam Bolton. Motion carried, 6 ayes — 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Madeline <br />Knecht on behalf of Phan T. Nguygen for a Comprehensive Plan amendment from High <br />Density Residential (HDR) to Commercial (C) in the City of Paris, Block 315, Lot 13, <br />LCAD 50943, located at 4225 Lamar Ave. <br />Osei Amo-Mensah, City Planner states we received a zoning change application causing <br />the need for the comprehensive plan amendment from high density residential to <br />commercial. Staff recommends approval with no conditions. <br />The public hearing was declared open. Chad Stephens states he is representing the sellers. <br />He thinks the location will be ideal for a Brakes Plus. With no one else speaking the <br />
