MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />March 10, 2025 <br />The City Council of the City of Paris met for a special joint session with the Lamar County <br />Commissioners Court at 4:30 p.m. on Monday, March 10, 2025, at the City Council Chamber, 107 <br />E. Kaufman, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment and Rudy Kessel. <br />Lamar County Honorable Brandon Bell; Alan Skidmore; Ronnie <br />Commissioners' and Bass. <br />Court: <br />City Staff: Rose Beverly, City Manager; Robert Vine, Interim <br />City Manager; Stephanie Harris, City Attorney; <br />Janice Ellis, City Clerk; Gene Anderson, Finance <br />Director; Danny Rowell, Interim Utilities Director; <br />and Clyde Crews, Fire Marshal <br />Absent: Council Members: Shatara Moore, Mickey Ellis and Alix Putnam <br />Lamar County Lonnie Layton and Kevin Anderson <br />Commissioners: <br />Opening A enda <br />1. Call meeting to order. <br />Honorable Brandon Bell called the Commissioners' Court to order at 4:36 p.m. Mayor <br />Pankaj called the City Council meeting to order at 4:30 p.m. <br />2. Citizens' forum. <br />No one spoke during citizens' forum. <br />3. Discuss a potential partnership with Lamar County for the purpose of establishing a joint <br />Fuel Farm. <br />Deputy City Manager Rob Vine said that the City Council and Commissioners' Court had <br />been working during the last couple of years on a project to create a shared fuel farm facility. He <br />presented everyone with a hand-out (see attached) detailing six talking points to discuss for the <br />purpose of working on an agreement. <br />
