Item No. 14 <br />i <br />TO: Mayor, Mayor Pro Tem & City Council <br />Rose Beverly, City Manager <br />Robert Vine, Deputy City Manager <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: Structural Design Engineering Professional Services Contract - 1st Street SE <br />Revitalization Project — Jason Hart Engineering <br />Texas Community Development Block Grant 2024 <br />Downtown Revitalization / Main Street Program project. <br />DATE: March 24, 2025 <br />BACKGROUND: <br />The City of Paris was awarded a Texas Community Development Block Grant in the 2024 <br />Downtown Revitalization/Main Street Program in January of 2024. This $500,000 grant will be <br />used for the reconstruction of 1St Street SE from Lamar Avenue to Clarksville Street. As part of <br />our ongoing efforts to make the downtown a destination location for tourism and activities, the <br />City, along with downtown residents and business owners, have made it a priority to pursue grant <br />funding to convert this stretch of road from a standard street to a walkable site, allowing it to be <br />closed to traffic when appropriate to hold community events. In May of 2024, we hired a <br />consulting engineer, MTG Engineers to design this specialty brick paver roadway. In late 2024, it <br />was discovered that part of the basement of an historic building on the corner of Clarksville Street <br />and 1 st SE extended under the planned brick paver sidewalk. <br />The City Engineer met with MTG Engineers and looked at the basement locations, and determined <br />that a structural consultant would be necessary to design a strong roof to this basement. Based on <br />the timeline of this project in relation to the Texas Department of Agriculture (TDA) Grant, the <br />City Engineer contacted Jason Hart Engineering, who has done several structural designs and <br />reports for the city in the past, and received a quotation for $12,500 to design two alternatives for <br />this basement. (See Attached proposal for details). <br />The City is at risk for delays to the Grant process if we cannot move forward with getting 100% <br />design plans and construction this summer. <br />
