Salter, Jr., Chief of Police <br />SUBJECT: RESOLUTION AMENDING INTER -LOCAL AGREEMENT BETWEEN <br />THE CITY OF PARIS AND HOPKINS COUNTY, PURSUANT TO THE <br />MOTOR VEHICLE CRIME PREVENTION AUTHORITY GRANT FOR <br />FY -2025 <br />DATE: April 14, 2025 <br />BACKGROUND: <br />For several years the Paris Police Department has managed and benefited from the Texas Motor <br />Vehicle Crime Prevention Authority (MVCPA) Grant through its leadership of, the Northeast <br />Texas Auto Theft Task Force (Task Force). The MVCPA exists to empower local law <br />enforcement agencies and communities to combat and prevent statewide motor vehicle crime. <br />The MVCPA is an evidence based, strategy driven and community -centric network to support <br />regional taskforces, improve coordination, deploy equipment and provide clear messaging to end <br />motor vehicle crime. The Authority seeks to support regional and statewide law enforcement <br />responses to obtain the best outcomes for Texas. MVCPA fosters a statewide collaborative <br />network to combat motor vehicle burglary, motor vehicle theft and fraud -related motor vehicle <br />crime. MVCPA also funds education campaigns to inform automobile owners of methods to <br />prevent motor vehicle burglary or theft. MVCPA issues grants to law enforcement agencies <br />(referred to as Taskforces) and educates the public to act and use prevention techniques to fulfill <br />its mission. MVCPA uses the appropriated funds to provide effective coverage of the state <br />through the cooperative network of law enforcement groups, prosecutors, insurance industry <br />representatives, local tax assessor -collectors, and concerned citizens to combat motor vehicle <br />crime through enforcement, prevention, public information, and education initiatives. The <br />MVCPA approved a FY -2025 grant award of $514,460.00 to the Northeast Texas Auto Theft <br />Task Force. <br />
