Receive update on the Wastewater Treatment Plant Phase I and Phase II Improvements <br />Projects. <br />Interim Utilities Director Danny Rowell said the last project update was in August, and <br />Justin Rackley with Garver would be giving them the latest update. <br />Mr. Rackley reviewed Phase 1 and Phase 2 construction timelines. He began with Phase <br />1 construction progress, the pre -construction site, construction phasing, proposed site overview, <br />aeration basins and blower buildings, primary clarifiers, MLSS Splitter and RAS/WAS pump <br />station, final clarifiers, the Recycle Flow Pump Station, & Dewatering. Next, Mr. Rackley <br />reviewed Phase 2 construction progress beginning with the pre -construction FEB site, the <br />proposed FEB PS Site, FEB Electrical Building, FEB Headworks, proposed Force Main <br />Alignment and the Force Main. Mr. Rackley reported the expected final completion for Phase <br />1 was August 14, 2025, and the expected final completion for Phase 2 was April 14, 2026. <br />17. Discuss and possibly act on special projects to fund out of the $400,000 received from <br />the Solar Farm Disannexation Project and provide direction to Staff. <br />Deputy City Manager Rob Vine reported that in June of 2024, City Council approved the <br />Disannexation of property located inside the City limits for a Solar Project and Nexus. He <br />explained that as part of the agreement Nexus agreed to pay $400,000.00 and Council had <br />expressed an interest in the funds for a special project or projects. Mr. Vine presented staff <br />recommendations with coordinating values for consideration by the City Council. <br />City Council specifically discussed the fuel farm, the First Street Project, the Sports <br />Complex parking lot, dumpsters downtown, restrooms and boat ramps at Lake Crook, as well as <br />possibly using HOT Funds and partnerships with other entities. City Council also discussed <br />having a citizen survey on the City website and/or Council Members contacting their constituents <br />to get their opinions on these projects. <br />Mayor Pro -Tem Savage said they were elected by their constituents, and they should <br />make the decision. He also said he felt Council should talk to their constituents and then come <br />back and make a decision. Mayor Pankaj favored bringing this item back in two weeks allowing <br />Council time to talk to their constituents. Mr. Vine said Staff may be removing an item or two <br />off of the list, should they be able to find funding. <br />18. Discuss and act on RESOLUTION NO. 2025-015: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, REPEALING RESOLUTION NO. 557 <br />ESTABLISHING A TRAFFIC COMMISSION FOR THE CITY; MAKING OTHER <br />
