Regular Council Meeting <br />March 24, 2025 <br />Page 4 <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING <br />AN EFFECTIVE DATE. <br />Deputy City Manager Rob Vine said on February 8, 1954, the City Council adopted a <br />resolution which established a Traffic Commission, which was advisory in nature. He also said <br />in recent years, citizen interest in serving on this Commission has waned and many times the <br />meetings had been cancelled due to lack of a quorum making it difficult to implement needed <br />traffic improvements. Mr. Vine reported that Staff recommended approval of this item and <br />reported that any future traffic issues would be addressed by utilizing Staff from the Police <br />Department and the Planning & Zoning Department. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Ellis. Motion carried, 6 ayes — 0 nays. <br />19. Discuss and act on resident requirements for various Board and Commission members. <br />City Clerk Janice Ellis said since at least 1954, the City had Boards and Commissions <br />and over time had updated the number of members, responsibilities, and residency requirements. <br />She also said during appointment last June, several City Council Members expressed a desire to <br />open membership to Lamar County Residents. Ms. Ellis reported that Staff reviewed the Boards <br />and Commissions and recommended that the Historic Preservation Commission, Library <br />Advisory Board, and Main Street Advisory Board be opened for membership from citizens living <br />in Lamar County. <br />Council Member Putnam said this was a great idea and made a Motion to allow Lamar <br />County residents to serve on these three boards. Council Member Norment seconded the Motion. <br />Motion carried, 6 ayes — 0 nays. <br />20. Discuss and act on RESOLUTION NO. 2025-016: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING BRUCE BALLARD AS <br />THE FINANCE DIRECTOR AS RECOMMENDED BY THE CITY MANAGER IN <br />CONFORMANCE WITH SECTION 21 OF THE CITY CHARTER; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING <br />AN EFFECTIVE DATE. <br />Mr. Vine explained this position had been advertised for just under a year and ultimately <br />Executive Search Firm, Baker Tilly was hired to assist the City in fall of 2024. Mr. Vine said <br />four applicants were interviewed and the decision was made to move forward with Bruce Ballard <br />and if confirmed, Mr. Ballard planned to start on April 14, 2025. <br />A Motion to confirm the appointment was made by Mayor Pro -Tem Savage and <br />seconded by Council Member Kessel. Motion carried, 6 ayes - 0 nays. <br />21. Discuss and act on an Amendment of a Lease Agreement for property, located at the <br />airport, between the City of Paris and Carey Eatherly and Ryan Eatherly, decreasing the <br />
